The contractor shall perform to meet or exceed National Electric Code (NEC) Standards in this contract. Place Of Performance Tennessee Valley HealthCare System 1310 24th Ave S. Nashville, TN 37212 Scope Of Work This SOW describes the requirements for Qualified Contract Professionals, known as Contractors, in this document. Contractors who are contracted by Veteran Affairs (VA) Medical Center to perform replacement, installation, and testing of new VFDs identified, and all its components shall meet all requirements stated in SOW. Work includes parts and travel as required, as well as, but not limited to electrical, fire alarm, low voltage controls, programming, and certain other items. All work shall be executed to maintain continuous operation of the healthcare facility, preserve indoor air quality, and comply with all applicable healthcare codes and standards. Integrate each VFD into the Building Automation System (BAS) and controls/update sequences of operation (including Fire Alarm system as needed) to comply with Tennessee Valley Health Care System (TVHS) standards. Coordinate with Contracting Officer Representative (COR) for network integration. Ensure Parameters for each existing VFD are captured and recorded before disconnecting and removal of the existing VFD. Incorporate the parameters into the new VFD once installed and powered before commissioning and testing. Perform Start-Up and Commissioning procedures for each new VFD installed and programmed. Coordinate with the COR on timing and provide a detailed report of compliance and/or issues for remediation. Requirements/Tasks Submit for approval and provide the items detailed in Section 3, paragraph b of this Scope of Work. Provide a complete written report to the Veterans Administration (VA) within 10 working days of work completion, including: Company name, addresses, telephone, & email/website. Name and signature of contractors who perform the replacement, start-up, and testing/commissioning. VA Work Contract Number, name, and number of VA Contracting Officer. Date and time of work. Copies of contractors' valid licenses, certificates, and training as applicable. Descriptions and model number of tools and equipment used. Location, Type, Name, and nameplate info of replaced electrical equipment. Descriptions of work items. Test data. Reference materials such as manufacturer specifications, coordination study, etc. Remarks on conditions of electrical equipment, deficiencies, and recommended actions. Submit 2 hard copies and 1 electronic copy of the report within 10 days of work completion. Qualifications of Contractors Contractors shall be experienced electricians, properly trained and licensed, with a focus on electrical/controls work. Contractors shall be certified by NICET or NETA, with OSHA-approved safety training. Minimum 3 years of experience in healthcare, industrial, educational, or commercial facilities with VFDs. Safety training certifications must be provided, or employer certification submitted. Contractors shall have access to latest references including NFPA standards, OSHA standards, NETA specifications, and manuals. All tools, equipment, and PPE must be current, calibrated, and compliant, with documentation available. Summary of Work Coordinate outages with the COR, schedule to minimize disruption, and provide written shutdown procedures 7 days in advance. Outages scheduled outside normal hours and weekends as approved. Report critical deficiencies immediately. Work shall comply with latest NETA standards and VA directives. Hours of Operation and Scheduling Work scheduled to minimize impact, including weekends and nights. Coordinate with Electrical Supervisor and COR.
