Description

Project: Repair Naval Reserve Training Building 3370

Solicitation Number: FA441826R0013

The 628th Contracting Squadron at Joint Base Charleston (JBC), SC is seeking proposals from potential sources for the Repair Naval Reserve Training Facility B3370 at Joint Base Charleston, South Carolina.

This project includes the renovation of the Naval Reserve Building 3370 that is used for reserve training 1-2 weekends per month with approximately 250 occupants per weekend. Daily occupancy is about 25 people on a normal usage, and the weekends have high occupancy. The project scope is to replace the HVAC equipment in attempts to eliminate the recent mold growth inside the facility and incidental related work. The humid air has caused the need for temporary de-humidifiers and mold cleanup within the facility. The building currently has numerous HVAC roof top units (RTUs), and the climate control is not working to reduce the high humidity inside the building. A new HVAC system will be designed and any mold or water damaged areas removed, and finishes restored, such as re-painting or replacing ceiling tiles. Cybersecurity is also required for this project Renovation.

The renovation shall include providing new HVAC units on the roof and providing any electrical equipment needed to support the new HVAC system, as well as providing duct smoke detectors. A HAZMAT survey was performed to determine the extent of mold that may need to be abated during demolition and refinishing. A plumbing sewer line needs repair at the latrines, to replace it with positive drainage to the existing sewer pump.

PRE-PROPOSAL CONFERENCE/SITE VISIT:

A pre-proposal conference and site visit is scheduled for 4 June 2026 at 9:00 AM EST. All attendees shall meet No Later Than (NLT) 8:00 AM EST at the Naval Welcome Center, 1650 Redbank Road, Joint Base Charleston - Weapons Station, Goose Creek, SC 29445. Offerors are encouraged to attend and are requested to contact Byron Faison, Contract Specialist, byron.faison@us.af.mil or (843) 963-5167 NLT 29 May 2026 if you plan to attend. Special arrangements will be required to gain access to Joint Base Charleston - Weapons Station, Goose Creek, SC. Government transportation will be provided to transport attendees to the project site after the presentation at the Naval Weapons station Visitor's Center. Attendees will need a visitor's pass to access Joint Base Charleston. Attendees must bring a valid driver's license, vehicle registration, and proof of insurance. Some delays should be anticipated. Offerors should allow sufficient time to arrive on time at the Welcome Center parking lot.

The purpose of this conference is to visit the construction site, clarify the statement of work and terms of the solicitation, and to answer any questions concerning the solicitation. Submission of questions prior to the conference is encouraged. The deadline for all questions pertaining to this solicitation will be 11 June 2026 at 12:00 PM EST.

Remarks and explanations provided at the conference shall NOT alter the terms of the solicitation and statement of work. Unless the solicitation is amended in writing, it will remain unchanged. Should an amendment be issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
