The U.S. Army War College at Carlisle Barracks is seeking qualified vendors to provide instructional services for its Distance Education Program (DEP) Second Year Studies. - Government Buyer: - Mission Installation Contracting Command (MICC) at Carlisle Barracks, Department of the Army, U.S. Army War College, Department of Distance Education - Scope of Services: - Up to 2 DDE 2nd Year Instructor positions for the DEP - Instruction and evaluation for four online Core Courses and two summer Resident Courses per year - Optional online electives and battlefield staff ride sessions (Gettysburg, PA) - Participation in faculty meetings, training, and student performance evaluation - Quantities and Structure: - 2 instructor positions per year, with recurring annual requirements and up to four option years (total potential duration: 5 years plus phase-out) - Resident courses: 2 sessions per year - Online electives: up to 4 sessions per year (vendor optional, paid if used) - Battlefield staff rides: up to 2 sessions per year (vendor optional, paid if used) - Key Qualifications and Requirements: - Senior Service College diploma and Joint Professional Military Education Phase II - Relevant master’s degree and minimum five years teaching experience - Demonstrated expertise in online teaching platforms and technology - Experience with American Civil War and Gettysburg battlefield staff rides preferred - Compliance with FAR/DFARS clauses and active SAM registration required - Notable Details: - Small Business Set Aside under NAICS 611310 - Firm fixed price contract with best value evaluation (technical, past performance, price) - Inspection and acceptance at Installation Property Book Office, Carlisle Barracks - No specific OEMs or product vendors are referenced; this is a services-only procurement

Description

Combined Synopsis/Solicitation for DDE 2nd Year Instructors (x2) 26-31 at the United States Army War College, Carlisle Barracks, PA.  The solicitation is issued as a Request for Quotation (RFQ) pursuant to RFO FAR 12.201-1. This solicitation is NOT being evaluated using FAR Part 15 procedures. All questions shall be submitted via e-mail to the POC’s for this requirement and they will be responded to on an amendment to this solicitation. Questions should be submitted by 1 June 2026 at 0800 EDT. Questions submitted after that date may not be addressed.

This RFQ is to replace contract W91QF021P0018. There are TWO (2) positions to be filled for this solicitation. Vendors may choose to put in for one or both positions. There will be no preference given for a vendor that fulfills both positions.

There is a similar RFQ, W91QF025Q1004, running concurrently. Vendors may choose to quote for both with the same candidate(s), however, if the candidate(s) is/are selected for both, which solicitation will be awarded will be at the Government's discretion.
