The VA Black Hills Health Care System requires the purchase of a 2027 JLG 1200SJP Diesel Telescopic Boom Lift and accessories with the Salient Characteristics listed below. This will be a Brand Name or Equal procurement.
This is a SOURCES SOUGHT NOTICE only looking for businesses to provide the supplies listed below for market research purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING and no contract shall be awarded from this notice. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs.
Responses to this notice will be treated only as information for the Government to consider as part of their market research efforts. The information provided will be used by the Government in developing its acquisition strategy regarding possible set aside for Service-Disabled Veteran-Owned, Veteran-Owned, and other socio-economic categories of small business. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this notice and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this notice.

Salient Characteristics for 120+ Foot Boom Lift A boom lift is a hydraulic aerial work platform that features a platform or bucket at the end of a jointed or telescopic arm (the boom). This arm is mounted on a base, which can be stationary, self-propelled, or towable. They are designed to provide both vertical and horizontal reach, making them indispensable for tasks where ladders or scaffolding aren’t practical or safe.
The aerial lift shall meet the following minimum performance requirements:
Vertical Reach Must provide a minimum platform height of 120 feet.
Horizontal Outreach Must provide no less than 70 feet of horizontal outreach under normal operating conditions.
Platform Capacity Platform shall support a minimum unrestricted capacity of 500 lb, and A higher restricted capacity (e.g., for limited reach positions) of at least 750–1,000 lb.
Articulating Jib Boom must include an articulating or telescoping jib capable of providing multi-axis positioning adequate for precise placement at extreme height. Must provide a wide range of vertical articulation for accessing overhead or recessed work areas.
Powertrain Unit must be diesel powered and capable of reliable operation in outdoor environments. Engine must provide sufficient horsepower and hydraulic performance to achieve the required lift speed, drive performance, and gradeability.
Tires Unit must have foam-filled, rough terrain tires suitable for jobsite surfaces and stable operation at maximum elevation. Ground pressure performance shall support safe operation on mixed terrain.
Platform Rotation Must include platform rotation capability, minimum 150–180 degrees, to allow operator positioning.
Required Accessories A cold weather package capable of supporting reliable operation in low temperatures (battery warming, hydraulic system heating, engine block heater or equivalent). A platform approximately 36×96 inches, or comparable size, capable of supporting two operators plus tools. A self-closing gate that swings inward for safe entry and exit. A fall arrest anchor system compliant with ANSI/OSHA standards. An onboard AC generator system providing: Standard 110–120V, 60 Hz electrical power routed to the platform. A factory routed ½ inch air line from the base to the platform. The system must provide continuous, reliable power for construction and maintenance tasks at elevation.
