Purpose of Posting: Pre-Solicitation Notice (Request for SF330s) The Department of Veterans Affairs (DVA) Network Contracting Office (NCO) 10 is seeking qualified Architect-Engineering (AE) firms to submit Standard Form 330 (SF330) Architect / Engineer Statement of Qualifications for a Single Award Contract for Architectural and Engineering (AE) services. Description of Requirement: The Architect/Engineer (A/E) firm shall furnish professional services for 100% design to remodel Building 41 at VA Northern Indiana Health Care System, Marion Campus, 1700 E. 38th Street, Marion, IN 46953. The design will include: Schematic Design Design Development Construction/Bid Documents per the A/E Design Submission Instructions Document Construction Administration Services Technical Specifications and Cost Estimates Firms submitting qualification packages must comply with Federal Acquisition Regulation (FAR) 52.236-25 Requirements for Registration of Designers. Architects or engineers registered to practice in the particular professional field involved in a State, the District of Columbia, or an outlying area of the United States shall prepare or review and approve the design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work. Set-Aside Information: This procurement is a Total Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) AE firms. The primary North American Industry Classification System (NAICS) Code is 541330 Engineering Services. The Government intends to make a single contract award to a qualified SDVOSB AE firm, contingent upon a sufficient number of qualified SDVOSB AE firms being deemed most highly qualified and eligible for award. Verification of SDVOSB status will be done via confirming current registration in the Small Business Administration’s (SBA) Veteran Small Business Certification (VetCert) database (https://www.sba.gov/partners/contracting-officials/small-business-procurement). Firms submitting a qualification package must have a current registration in the System for Award Management (https://sam.gov). The awarded contract will be firm-fixed price. This procurement will follow procedures established in the Brooks Act, FAR 15, FAR 36.202, and VAAR 836.6. The top-ranked firm is expected to receive a solicitation for pricing and conduct negotiations. All unsuccessful submitters/offerors will be notified promptly after contract award. Firms responding to this notice will be evaluated and ranked using the selection criteria listed in the continuation pages of this pre-solicitation package. The evaluation will consider how each factor is addressed and formatted to coincide with the selection criteria. The factors listed shall be addressed in Part H of the SF-330. The submission must include a fully completed SF 330, available at: https://www.gsa.gov/forms. The SF330 shall not exceed 55 pages, using a common font, size 12, single spaced. Use graphic presentations where relevant. The background color of each page shall be white or ivory. A page is defined as each face of an 8.5 x 11-inch sheet of paper containing information. Scope of Work: The A/E firm shall furnish professional services for 100% design for Building 194 at VA Northern Indiana Health Care System, Marion Campus, 1700 E. 38th Street, Marion, IN 46953. The design will include: Schematic Design Design Development Construction/Bid Documents per the A/E Design Submission Instructions Document Construction Administration Services Technical Specifications and Cost Estimates The building 194 improvements shall accommodate functions such as: Electrical Sub-Station Convert empty bay into Electrician Workshop Administration Office Space Work bench space Tool and Equipment Storage Toilet and Locker Room Paving of access road Installation of new parking lot Special considerations include: Sanitary lift station for plumbing Elevated storage with weight load considerations Climate Control - HVAC The Schematic Design shall include a comprehensive study, inspection, and report of existing conditions, including HVAC, electrical, architectural, plumbing, fire protection, etc. The A/E shall provide a preliminary construction duration for planning purposes and communicate this to all bidders. The A/E shall develop schedules of equipment and furniture necessary for the project areas and be responsible for complete functional design and biddable documents meeting all requirements. The VA Technical Information Library (TIL) at http://www.cfm.va.gov/til/index.asp is the master repository for VA standards, specifications, procedures, and guides. It shall serve as the minimum design criteria for all VA projects. VA has adopted the latest editions of various codes and standards, including OSHA, IBC, NEC, NFPA, NSPC, ASME, IPC, ABAAS, ACI, AISC, and others, as detailed in the original text. Conflicts between VA codes and TIL documents shall be resolved by the VA authority having jurisdiction. Designs must result in a complete and usable facility. The A/E shall certify that their design does not depend on future projects and excludes furniture or equipment procured separately unless directed otherwise. The A/E shall submit a signed letter on company letterhead confirming the design's independence as part of the final bid documents. The project involves modifications to existing structures, with existing drawings available at VA NIHCS for review. The A/E shall employ a third-party commissioning agent and a third-party construction cost estimator, both independent entities. All drawings shall adhere to VA BIM and CAD standards, with Revit 2020 or latest version. The BIM model shall include systems as built and reflect record conditions, developed to appropriate design phases. The A/E shall develop a phasing plan and deduct bid alternates based on available funding of $800,000.00. General: The A/E will be oriented by VA NIHCS offices. They shall prepare all necessary drawings, participate in reviews, and submit milestones including schematic design, design development, construction documents, and final bid package. The A/E shall verify all features affecting the project by field investigation. The project schedule includes multiple submittals at specified percentages, with review times and deadlines outlined. The total design timeframe is 180 days, covering all design phases. Construction period services include attending pre-bid and pre-construction meetings, reviewing submittals and change orders within seven days, and providing site visits as scheduled. The A/E shall prepare as-built drawings, incorporating all changes, and deliver electronic BIM and AutoCAD models, along with updated record drawings.
