This opportunity seeks Oily Wastewater (OWW) Treatment and Recycling Services for U.S. Navy operations in Sasebo, Japan. - Government Buyer: - U.S. Department of the Navy - Commander Fleet Activities Sasebo (CFAS) - NAVSUP Fleet Logistics Center (FLC) Yokosuka Sasebo Office - Products and Services Requested: - OWW treatment and recycling for energy recovery - Collection, treatment, and disposal of OWW from ships and facilities - PFAS (per- and polyfluoroalkyl substances) sampling, testing, and analysis of effluent prior to discharge - Provision of at least seven OWW treatment and collection barges (each with 50,000+ gallon capacity and able to treat 15,000+ gallons per hour) - At least one OWW vacuum truck (2,400-gallon capacity) - 300-foot flame retardant, oil-proof hoses with 1", 2", and 3" cam-lock fittings - Unique or Notable Requirements: - Contractor must comply with both Japanese and U.S. environmental regulations - Must provide safety and environmental reporting, maintain spill response readiness, and deliver notifications, test results, reports, and manifests - OWW may contain small amounts of AFFF (Aqueous Film Forming Foam) incidental to operations, but concentrated or activated AFFF is excluded - PFAS sampling and retreatment required if discharge limits are not met - No specific OEMs or vendors are named in the documents - Place of Performance includes multiple U.S. Navy facilities in Sasebo, Japan

Description

This is Request for Information (RFI).

The Government does not intend to award a contract on the basis of the RFI or otherwise pay for the information requested and Responses will be treated as information only and not as a proposal.

Requirement: Oily Wastewater (OWW) Treatment and Recycling Services for Energy Recovery Purposes (see PWS Draft).

The contractor shall have capability to provide the following requirements per day.

a.     Accept at least 50,000 gallons or more of OWW per job, per day.

b.    At least a total of 2,000,000 gallons OWW holding capacity.

c.     At least seven (7) OWW treatment and collection barges (treatment barge is able to treat OWW 15,000 gallons or higher per hour) are required.  Each barge must have at a minimum 50,000 gallons of capacity to hold OWW (smaller barge may be acceptable).

d.    At least One (1) OWW vacuum truck shall have 2,400 gallons (10 ton) of capacity to hold OWW.

Note: OWW can be wastewater contaminated with small amounts of Aqueous Film Forming Foam (AFFF) that are incidental to normal operations.  For clarity, concentrated or activated AFFF, and the associated cleaning water, are not covered by this contract,
