NAVSUP Weapon Systems Support Mechanicsburg is seeking a sole source provider for the repair and refurbishment of Secondary Propulsion Motors (SPM) under the TRIPER program. - Government Buyer: - Naval Supply Systems Command (NAVSUP) Weapon Systems Support, Mechanicsburg, PA - OEM and Vendor Information: - Procurement is restricted to the actual manufacturer of the Secondary Propulsion Motor (SPM) due to lack of data rights; no specific OEM is named in the documents - Products and Services Requested: - Refurbishment and repair of two Secondary Propulsion Motors (NSN 4Y-6105-01-076-0568) - Includes teardown, inspection, stator and rotor processes, assembly, testing, and final processing - Over-and-above stator rewind work may be required if determined after teardown and evaluation - Technical data delivery per DD Form 1423 Exhibit 'A' - All work must comply with SUBMEPP Refurbishment Instruction NO. 2460-012-0653, REV K - Strict quality and packaging standards apply - Notable Requirements: - Sole source to the actual manufacturer due to lack of data rights and uneconomical reverse engineering - DX-rated requirement under the Defense Priorities and Allocation System (DPAS) - Confidential security clearance required (per DD FORM 254) - Delivery to Trident Refit Facility (Kings Bay, GA) and SUBMEPP Activity at Portsmouth Naval Shipyard (Portsmouth, NH) - Period of performance is 365 days from award for main CLINs; technical data due 20 days prior to material delivery

Description

NAVSUP Weapon Systems Support (WSS), Mechanicsburg, PA 17055 intends to solicit one source for the purpose of awarding this contract to the sole source vendor for refurbishment/repair of QTY 2 EA , NSN: 4Y-6105-01-076-0568; secondary prop motor (SPM) using FAR Part 13, Simplified Acquisition Procedures, contracting procedures. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1.  This is a sole source requirement with RMC 3R: Acquire, for the second or subsequent time, directly from the actual manufacturer. The Government does not own the data or the rights to the data needed to purchase this part from additional sources.  It has been  determined to be uneconomical to buy the data or rights to the data.  It is uneconomical to reverse engineer the part.  This code is used when the Government did not initially purchase the data and/or rights.    In conjunction with the Defense Priorities and Allocation System (DPAS),  the requirement and subsequent award shall be rated “DX".

The terms and conditions of Basic Ordering Agreement N00024-23-G-4303 shall apply to this requirement and  pending delivery order.  The highest level of security required is confidential as designated and required on DD FORM 254
