The Southern California Regional Rail Authority (SCRRA) is seeking a qualified contractor for the Pacific Surfliner Corridor Rehabilitation & Reliability Project, a major infrastructure initiative along the Ventura County Line and Valley Subdivision. - Government Buyer: - Southern California Regional Rail Authority (SCRRA), Metrolink Commuter Rail System - Project funded in cooperation with METRO, Ventura County Transportation Commission (VCTC), California State Transportation Agency (CalSTA), and the Federal Railroad Administration (FRA) - Project Scope: - Major rehabilitation of track, tunnels, and culverts along the Ventura County Line (Ventura Subdivision) and Valley Subdivision - Work includes: - Earthwork and culvert rehabilitation at multiple mileposts - Track rehabilitation: replacing wood ties with concrete ties, turnout rehabilitation, fastener upgrades, rail and ballast replacement, and midlife crossing rehabilitation - Tunnel track work: ballast cleaning, tie replacement, sump pump replacement, and maintaining tunnel clearance in Tunnels 25 and 26 - Traffic control planning and coordination with Union Pacific Railroad and other contractors - Key Locations: - Moorpark, Chatsworth, Burbank Airport South, CP Bernson, CP Katz, Tujunga Ave Crossing, Ventura Subdivision Tunnel 26, Valley Subdivision Tunnel 25 - Requirements: - Contractor must hold a California General Engineering Contractor (Class A) license - Must self-perform at least 50% of the work - Demonstrated experience on similar railroad projects required - Compliance with both California and federal prevailing wage laws - Provide an experienced project manager and detailed references - Firm fixed price contract; liquidated damages for delays or disruptions - OEMs and Vendors: - No specific OEMs or vendors are named; all materials must comply with SCRRA standards - Notable Details: - Coordination required with multiple agencies and Union Pacific Railroad - Project is funded in part by federal grants from the U.S. Department of Transportation and Federal Transit Administration
