Description: This is a PRE-SOLICITATION NOTICE and Draft RFP Notice. This is not a Request for Proposals (RFP), Request for Quotations (RFQ), or an Invitation for Bids (IFB). No contract will be awarded on the basis of this notice.

The Department of War (DoW), Capability Program Executive Simulation, Training, Test & Threat (CPE-ST3) in conjunction with ACC-ORL, intends to issue a competitive solicitation for the MIOSS Program.

The purpose of the MIOSS program is to provide training focus is on Combat Medic (68W Military Occupational Specialty (MOS)) sustainment training. This training includes Medical Education and Demonstration of Individual Competence (MEDIC) (TC8-800 Tables), Tactical Combat Casualty Care (TCCC or TC3), and National Registry of Emergency Medical Technician (NREMT) training (all levels). Additional training provided at the MSTC includes Combat Life Saver (CLS) initial training and sustainment training to non-medical personnel.

The Government anticipates awarding a ”C” Type, single-contract award, Firm Fixed Priced Mandatory Minimum Staffing Baseline Contract with a base period of 7 months and four (4) one-year option periods.

Anticipated Acquisition Strategy: The acquisition strategy for this procurement is 100% Total Small Business Set-Aside. All eligible and responsible sources may submit a proposal, which shall be considered by the agency once the official RFP is published.

Solicitation Availability: The official Request for Proposals (RFP) is anticipated to be released on or about 15 June 2026. The solicitation and any associated documents, amendments, or answers to questions will be made available exclusively via the Government Point of Entry SAM.gov. It is the responsibility of interested parties to independently monitor SAM.gov for the release of the solicitation and any subsequent amendments. Hard copies of the solicitation will not be provided.

Draft Solicitation:

This notice serves as a Partial Release of the Draft Request for Proposals (RFP) for the Department of War (DoW) MIOS program. This is NOT a final solicitation, and the Government is NOT requesting proposals at this time.

The Government is executing a 100% Small Business Set-Aside acquisition strategy for the MIOS program, which will be awarded as a Firm Fixed Price (FFP) Mandatory Minimum Staffing Baseline Contract.

The purpose of this partial draft release is to provide industry with early access to critical solicitation documents to facilitate teaming arrangements, promote understanding of the baseline requirements, and solicit constructive industry feedback prior to the final RFP release.
