PRESOLICITATION NOTICE

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award, on a sole source basis, under the authority of 41 U.S.C. 1901 and RFO FAR 12.102(a), a firm fixed price purchase order to Medical Faculty Associates, Inc., for teleconsultation medical assistance services in support of the U.S. Antarctic Marine Living Resources (U.S. AMLR) Program of the National Marine Fisheries Service (NMFS). This contract is expected to have a period of performance of one (1) base year and four (4) option years, with a total period of performance of 2026 - 2031. This non-personal service requirement seeks a vendor that can provide an annual medical advice subscription, to include immediately available emergency physicians, for the continuous operation period of two (2) remote field camps in accordance with the Statement of Work. No set aside is to be used for this sole source requirement. The associated NAICS code is 621399.

This notice of intent is not a request for competitive proposals and no solicitation documents exist for the requirement. Sources interested in responding to this notice are required to submit a capabilities statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capabilities statements received by the due date of this notice will be considered by the Government. 

A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
