This opportunity seeks instructional and course development services for the U.S. Army War College (USAWC) Distance Education Department (DDE) at Carlisle Barracks, PA, spanning 2026–2031. - Government Buyer: - Department of the Army, U.S. Army War College, Department of Distance Education - Mission Installation Contracting Command (MICC) at Carlisle Barracks - Products/Services Requested: - 1st Year Instructor for USAWC DDE (primary requirement) - Faculty Instructor and Evaluator services (up to 2 positions, including instruction, evaluation, mentoring, and course development) - Resident course facilitation (multiple annual sessions) - Course Developer-Regional Studies (annual sessions) - Optional Battlefield Staff Ride sessions (2–3 per year, vendor-quoted) - Quantities and Line Items: - 1 lot per year for 1st Year Instructor (base plus 4 option years) - 1 session per year for First and Second Resident Courses - 1 session per year for Course Developer-Regional Studies - 2–3 optional Battlefield Staff Ride sessions per year - 1 phase-out resident course session in final year - Unique/Notable Requirements: - Total Small Business Set Aside (NAICS 611310) - Instructors must have a Senior Service College diploma, relevant master’s degree, and teaching experience - Instruction covers five online core courses, two resident courses, and mentoring of ~40 students per seminar - Remote work is permitted, but some travel to Carlisle Barracks, Washington, DC, and Gettysburg, PA is required - Only one award will be made if the same candidate is proposed for concurrent similar solicitations - Optional Battlefield Staff Ride sessions are quoted at vendor’s discretion; government pays only for sessions used - No specific OEMs or commercial vendors are named in the solicitation - All requirements and detailed scope are provided in the attached Performance Work Statement (PWS) and solicitation documents

Description

Combined Synopsis/Solicitation for DDE 1st Year Instructor 26-31 at the United States Army War College, Carlisle Barracks, PA.  The solicitation is issued as a Request for Quotation (RFQ) pursuant to RFO FAR 12.201-1. This solicitation is NOT being evaluated using FAR Part 15 procedures. This is a Total Small Business Set Aside. The small business size standard is $34,500,000.00.

All questions shall be submitted via e-mail to the POC’s for this requirement and they will be responded to on an amendment to this solicitation. Questions should be submitted by 1 June 2026 at 0800 EDT. Questions submitted after that date may not be addressed.

This RFQ is to replace contract W91QF021P0023. There is only ONE (1) position to be filled for this solicitation. There is a similar RFQ, W91QF025Q1005, running concurrently. Vendors may choose to quote for both with the same candidate(s), however, if the candidate(s) is/are selected for both, which solicitation will be awarded will be at the Government's discretion.
