FCC Petersburg Solicitation for Bread, Eggs, and Dairy Products (FY26 Q4)

FCC Petersburg, part of the Federal Bureau of Prisons, is seeking commercial suppliers for a large-scale delivery of bread, eggs, and dairy products for the fourth quarter of fiscal year 2026. - Government Buyer: - Federal Bureau of Prisons, FCC Petersburg, Hopewell, Virginia - Products Requested: - Dairy: - 300,000 units of pasteurized whole milk (236.6 ml aseptic or plastic bottles) - 1,200 units of low-fat cottage cheese (at least 60 days shelf life) - 1,000 units of pasteurized sour cream (no flavor) - Bakery: - 86,400 enriched finger rolls (whole wheat, pan baked, sliced, fresh, seedless) - 129,600 enriched sandwich rolls (whole wheat, pan baked, sliced, fresh, seedless) - 48,000 whole wheat bread loaves (pan baked, sliced, enriched, seedless, 22-26 slices per loaf) - Eggs: - 500 cases of fresh shell eggs (U.S. Grade A, medium, 30 dozen per case) - 700 cases of pasteurized frozen eggs (homogenized whole, 30 lb case, yields 270 large eggs) - Quantities and packaging requirements are specified for each item. - Notable Requirements: - Compliance with privacy and security requirements for handling DOJ information - Deliveries must be made to FCC Petersburg warehouse, with schedules set by the Food Service Administrator - All products must be packaged in boxes as specified - No specific OEMs or brands are named; suppliers must meet USDA and conventional agricultural practice standards.

Description

The Federal Bureau of Prisons, Federal Correctional Complex, Petersburg, Virginia, intends to issue solicitation 15B11426Q00000010 for the requirements of 4TH QTR FY26 – BREAD EGGS DAIRY- PET. This solicitation is FOB Destination. DELIVERY SCHEDULES WILL BE ESTABLISHED BY THE FOOD SERVICE ADMINISTRATOR OR DESIGNEE.  DELIVERY SCHEDULES MAY BE MODIFIED AS NEEDED BY THE AGENCY.  DELIVERIES MUST ARRIVE NO LATER THAN 2:00PM, MONDAY THROUGH FRIDAY, FIRST COME/FIRST SERVE. Deliveries will be made to the FCC Petersburg (Warehouse), 1060 River Road, Hopewell, Virginia 23860. Items will need to be received on or about JULY 1, 2026. 

The contract type is a firm-fixed price.  The Government reserves the right to award item by item, by group of items, or by aggregate, whichever is advantageous to the government.  The Government will award to the responsible offeror(s) whose offer, conforming to the solicitation that is considered to be the best overall value to the Government, in regards to price, delivery and past performance. 

The solicitation will be made available on or about MAY 22, 2026, and will be posted to the General Services Administration's Federal Business Opportunities website: http://beta.sam.gov .  All future information about this acquisition, including solicitation amendments, will also be distributed through this site.  Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this solicitation.  

All quotes must be received no later than JUNE 3, 2026 @ 4:00pm. (EST).  The Government reserves the right to decide how payment will be made using either Electronic Funds Transfer (EFT) or Government Purchase Card. Faith-based and Community-based organizations can submit quotations equally with other organizations for contracts for which they are eligible.  Each offer is required to complete their presentations and certifications in the System for Award Management (SAM). SAM replaces the CCR system. The Unique Entity Identification (UEI) replaces the DUNS# on the website for SAM is www.sam.gov .
