The City of Cleveland Department of Public Utilities, Division of Water Pollution Control, is seeking bids for a two-year contract to repair, maintain, and upgrade its Supervisory Control & Data Acquisition (SCADA) system. - Government Buyer: - City of Cleveland Department of Public Utilities, Division of Water Pollution Control - OEMs and Vendors: - Hach Company - HSQ Technology - Rexel Inc. - Schneider Electric Systems USA - GE (for Proficy iFIX software) - Products and Services Requested: - Specialized equipment, supplies, tools, software, computer equipment, and replacement parts for SCADA and PCCS systems - GE Proficy iFIX software and related components - Annual software upgrade licensing or renewal fees - On-site repair, calibration, installation, programming, and instrumentation upgrades - On-site orientation sessions (6 sessions for six attendees each) - Travel expenses for service personnel - Unique or Notable Requirements: - Only Hach Company, HSQ Technology, Rexel Inc., and Schneider Electric Systems USA are authorized sources for certain proprietary SCADA and PCCS components - Vendors must demonstrate expertise in pump station instrumentation and SCADA systems - Emphasis on local presence and timely emergency response - Maximum 15% markup allowed on non-catalog parts and services - Compliance with local wage laws and insurance requirements

Description

This solicitation is for labor and materials necessary to repair, maintain, and upgrade the Supervisory Control & Data Control Acquisition (SCADA) system for the Division of Water Pollution Control within the Department of Public Utilities. The procurement is authorized by Ordinance 497-2025 passed by the Cleveland City Council on August 13, 2025. The contract may include specialized equipment, supplies, tools, software, computer equipment, training, and labor to maintain and replace components of various control systems including electrical power distribution, water distribution, water plant control, and sewer pump station control systems. Bids are due by June 18, 2026, and there will be a non-mandatory pre-bid meeting held via Microsoft Teams on May 28, 2026.
