Cleveland Water Division Solicitation for Hauling and Disposal of Water Plant Residuals

The City of Cleveland's Department of Public Utilities, Division of Water, is seeking competitive bids for hauling and disposal services related to water plant residuals from the Crown Water Works Plant and, as needed, other water treatment facilities. - Government Buyer: - City of Cleveland, Department of Public Utilities, Division of Water - OEMs and Vendors: - Polydyne, Inc. (sole source for polymer chemicals used in dewatering, but not part of this solicitation) - Products/Services Requested: - Hauling and disposal of dewatered water plant residuals (725 truckloads) - Hauling and disposal of partially solidified, gelatinous residuals (50 truckloads) - Hauling and disposal of liquid residuals (up to 150 truckloads annually, with separate pricing for first 100 and excess loads) - Allowance for landfill disposal of unpermitted residuals (up to $1,500 per truckload) - Allowance for microcystin testing (estimated at $5,000 per analysis) - Premium pricing for emergency removal (up to 25 truckloads) - Unique or Notable Requirements: - Compliance with Ohio EPA regulations and specific hauling equipment standards - Contract term up to two years, with possible alternate bids for shorter terms - Option for cooperative purchasing with other governmental agencies - Services may be required at multiple water treatment plants in Cleveland - Place(s) of Performance: - Crown Water Works Plant, Westlake, OH - Baldwin Water Works Plant, Cleveland, OH - Nottingham Water Works Plant, Cleveland, OH - Garrett A. Description

This solicitation is for the purchase of hauling and disposing of residuals from the Crown Water Works Plant and, in emergencies, other water treatment plants. It is authorized by Ordinance 1513-2025 passed by the Cleveland City Council on March 30, 2026. The contract term is up to two years and includes the possibility of awarding a single contract or multiple contracts for the items. A non-mandatory pre-bid meeting will be held via Microsoft Teams on May 28, 2026, and sealed bids are due by June 25, 2026, at noon Eastern Time.
