The U.S. Department of Transportation's Volpe National Transportation Systems Center is seeking a contractor to provide environmental remediation and restoration services at two Federal Aviation Administration (FAA) facilities in Georgia. - Government Buyer: - U.S. Department of Transportation, Volpe National Transportation Systems Center (Environmental Cleanup Program) - Federal Aviation Administration (Eastern Service Area Environmental Cleanup Program) - Locations: - Savannah Hilton Head International Airport Outer Marker (SAV OM), Bloomingdale, GA - QYL Remote Transmitter/Receiver (RTR) site, Conyers, GA - Scope of Work: - Remediation of lead- and PCB-contaminated soils at both sites - Estimated soil removal: 30 cubic yards at SAV OM, 15–20 cubic yards at QYL RTR, with potential for an additional 5 cubic yards at QYL RTR - Demolition and disposal of equipment shelters, antenna structures, fencing, and miscellaneous site materials - Disposal of hazardous items (fluorescent light ballasts/tubes, fire extinguisher) - Site restoration, including backfilling with certified clean material and restoring to original grade - Preparation and submission of comprehensive work plans, including technical approach, schedule, safety and health plan, and risk management plan - Sampling and analysis for lead and PCBs, including confirmatory and waste characterization sampling - Submission of site close-out documentation and disposal records - Notable Requirements: - All work must comply with federal, state, and local environmental regulations, with the most stringent standards prevailing - Contractor must identify all disposal facilities and obtain necessary permits - Work to be performed during standard business hours; no weekend or after-hours work unless approved - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or proprietary products are identified in the solicitation or attachments - Estimated Quantities and Line Items: - Soil remediation: 30 CY (SAV OM), 15–20 CY + 5 CY (QYL RTR) - Demolition/disposal: 1 equipment shelter, 1 antenna, fencing, miscellaneous site materials - Hazardous waste disposal: 2 fluorescent ballasts, 4 fluorescent tubes, 1 fire extinguisher - Services: - Remedial investigation, sampling, excavation, site restoration, and reporting
Description
The purpose of this solicitation/quote is to provide support to the Federal Aviation Administration (FAA) Facilities Environmental Cleanup (ECU) Program. As part of this effort, a Remedial Action (RA) will be conducted at two facilities in the FAA Eastern Service Area (ESA) to remove identified soil contamination sites as cited hereunder. The FAA facilities to be addressed are located in Conyers, GA and Bloomingdale, GA. The FAA’s ECU Program has identified the potential for environmental and human health risks and/or liability associated with the facilities above based on prior research, known historic operations and practices, and required cleanup actions or previously identified sites.
The Contractor shall conduct all work in accordance with Federal, State and local requirements. Where inconsistencies exist, the Contractor shall follow the most stringent requirementThe Contractor shall submit a draft Remediation and Restoration work plan (Work Plan) (where applicable) within ten (10) business days of the project kick-off meeting that addresses the project requirements below..
This task involves the preparation and submission of a draft and final Work Plan. The Work Plan shall detail the technical approach and schedule for conducting all contaminated soil remediation, disposal, and site restoration activities described below. To assist with preparation of the Work Plan, the contractor shall thoroughly review the Government-furnished information (GFI) for pertinent information. The removal quantities and depths in the Preliminary Assessment/Site Investigation and Remedial Investigation reports (if provided) are to be used as a guide along with the estimated total quantities listed in this SOW Section 2.2.2.
The Work Plan shall describe methods and procedures for performing soil remediation, disposal, and restoration. Disposal methods must be detailed by the contractor for all sites including the identification of all disposal facilities where waste and debris is to be shipped. Disposal sampling and paperwork is the responsibility of the contractor. The government will perform ALL confirmatory sampling required at the sites. Additionally, the work plan shall also identify any required permits needed to perform the work.
Additional components required with the Work Plan are the Site Safety and Health Plan (SSHP), which shall include personnel health and safety precautions to be followed. The work plan shall also include a brief Risk Management Plan that identifies major risks and hazards on each site and discusses ways to minimize these risks. (see SOW for more details).
