The Naval Research Laboratory (NRL), under the Department of the Navy, is seeking industry input for a space research program requiring advanced scientific, technical, and engineering R&D services using a 30-meter antenna system. - Government Buyer: - Department of Defense, Naval Research Laboratory (NRL), Code 8140 - Key Requirements: - Contractor must provide access to and operate a 30-meter diameter antenna system located in California within an 80,467-meter radius of coordinates 36.597564 N, -121.897631 W - Antenna must be available 24/7 exclusively for NRL research - Government inspection of the antenna for operational status and compliance prior to award - Contractor must own, lease, or have rights to use the antenna - Products/Services Requested: - Development of hardware and software for precise RF signal generation and transmission (1 Hz to 120 GHz, high power, pico-second accuracy) - Pulse-generating algorithms, including Navy Time Ordered Acquisition Signal Table (TOAST) - Research, development, and collaborative analysis at CONUS and OCONUS antenna sites - Reporting deliverables: technical, patent, safety, accident, financial, labor, and final reports - Specialized personnel for the PROPHET program, including: - Senior Systems Engineers (7) - Project Specialists (7) - Electrical/RF Engineers (7) - Field Engineers (6) - Computer Scientists (10) - Integration and Test Engineers (8) - Electronics Technicians (8) - Network Engineers (9) - Personnel must have Top Secret/SCI or SECRET clearances as specified - Unique/Notable Requirements: - Antenna must support high-precision pointing (0.01 degree accuracy, 1 degree/sec rotation) - Work involves both hardware and software development for advanced RF and satellite calibration - Personnel must meet strict security clearance and experience requirements - Work performed at the antenna facility in California and other NRL facilities - No specific OEMs or commercial vendors are named in the solicitation
Description
THIS IS A SOURCES SOUGHT NOTICE (SSN)/REQUEST FOR INFORMATION (RFI) AND NOT A SOLICITATION OR AN INDICATION THAT A CONTRACTUAL COMMITMENT WILL EXIST AS A RESULT OF THIS SSN.
This announcement is not a formal Request for Proposals (RFP). This SSN/RFI is for informational and planning purposes only and does not guarantee that an award will be made. PROPOSALS ARE NOT REQUESTED AND ANY PROPOSASLS SBUMITTED IN RESPONSE TO THIS POSTING WILL BE DISCARDED AND NOT REVIEWED. The Government assumes NO financial responsibility for any costs incurred. A solicitation package is not available at this time. However, should such a requirement materialize, no basis for claims against NRL shall arise as a result of a response to this SSN/RFI or NRL’s use of such information either as part of our evaluation process or in developing specifications or work statements for any subsequent requirement.

OBJECTIVE: The requirements of this Statement of Work (SOW) include the development of hardware and software that support signal research for NRL Code 8140 used to support an overall space research program. In order to perform under this SOW, the contractor shall own, have lease to, or right to use the proposed antenna. The government shall inspect/assess the antenna before award to insure that the antenna is operational and accommodates the requirements in this SOW as part of a pre-award survey.
The contractor shall provide scientific, technical and engineering research and development using a 30M Antenna system located in a 80,467-meter radius from the DoD space object ellipse center point of 36.597564 N,-121.897631 W. The requirements defined in this SOW are anticipated to be performed at this antenna facility and other NRL facilities.

REQUIRED CONTRACTOR RESPONSE FORMAT:
Interested parties, at a minimum, shall supply all of the below required information in a Capability Statement.

b) Questions for the Technical team regarding changes/suggestions to the draft Specification to add clarity. (Questions will not receive a response but will be provided to the technical team for consideration in preparing the final specification.)
3. COMMERCIALITY OF PROPOSED ITEM:
a) Whether item(s) offered/proposed is a commercial item offered by your company and/or customarily used by the general public or non-government entities for other than Government purposes.
b) Whether the item has been sold, leased, or licensed to the general public, and if so, identify one or more such sales, leases, or licenses to document the commerciality of the item.
4. PRODUCT DESCRIPTION:
a) Provide a description of how the proposed product will meet or exceed each of the required technical specifications.
b) Provide a product brochure and highlight the areas that meet or exceed specifications.
5. PAST PERFORMANCE:
A list of contracts or task orders that are similar to that required under the attached Specification.
6. MULTIPLE AWARD SCHEUDLE CONTRACT:
a) Indicate whether products and services are all available on a GSA contract, or similar vehicle.
b) Provide applicable GSA or other contract number.
7. ADDITIONAL REQUIREMENT DETAILS:
Responses should be no more than 5 pages.
FAR PROVISION(S):

(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
(b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.
(c) This solicitation is issued for the purpose of: market research and procurement planning.
