Description

Combined Synopsis/Solicitation for Commercial Items Prepared in accordance with the format in FAR SUBPART 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Combined Synopsis/Solicitation 1333MK25Q0113 constitutes a Request for Quotation (RFQ) which incorporates provisions and clauses in effect through the Federal Acquisition Circular 2026-01. The solicitation is being issued as a total small business set-aside. The associated NAICS code is 336611 with a size standard of 500 employees. This will be awarded as a low priced, technically acceptable, firm-fixed price Purchase Order. You are requested to submit a technical and full pricing quote for the effort described in the attached SOW. Quotes shall include a specification sheet for the offered product and must be from an authorized distributor or reseller of the product. Third-party quotes shall be considered non-responsive. Wage rates are not applicable for this supply order. Quotes will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021). Responses are due by 12:00pm EST on June 1, 2026. There will be no exceptions to the time and date unless determined otherwise by the Government. Failure to provide all information may be considered non-responsive. Non-responsive offers may be excluded from evaluation and rejected without further notification. Assume the Government has no prior knowledge of the offeror or their capability. Acknowledge any solicitation amendments (SF-30), if any. For brand name requirements, address the ability to meet specifications with detailed material specifications or data sheets, pictures, and an authorized OEM letter. Provide a copy of liability insurance for any services performed. Provide at least two references for jobs performed within the past three years similar in scope. Provide all evaluation criteria as per FAR 52.212-2. Failure to do so may result in disqualification. The Government does not accept responsibility for non-receipt of quotes. It is the contractor's responsibility to request confirmation of receipt. FAR 52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021) Offers will be evaluated based on price and other factors. The Non-Price Technical Solution (Technical Approach and Past Performance) is more important than price. If quotes are similar in non-price factors, price may become the deciding factor. The Government intends to evaluate initial quotes and award based on them; therefore, offerors should include their best terms initially. The Government reserves the right not to award and may waive minor irregularities. Award may be made to other than the lowest-priced offeror if it provides the best value. Evaluation will be based on: Technical and Capability: Overall technical assessment, experience, and detailed specifications supporting the boat's compatibility with the engine. Past Performance: At least two recent relevant contracts, including references. Price: FOB Destination, specification sheet, and estimated lead time. The Government will evaluate price for completeness and reasonableness. Quotes must include FOB Destination and lead time. The award will be a single firm fixed-price purchase order with Net 30 payment terms. Open market quotes are considered. If no small business competition, all quotes will be considered. Options will be evaluated by adding their total price to the base price. The Government may reject unbalanced option prices. Evaluation of options does not obligate the Government to exercise them. A written notice of award or acceptance will form a binding contract. The Government may accept offers before the expiration time unless a withdrawal notice is received. The Government is not responsible for non-receipt of email. Contractors should request confirmation of receipt.
