U.S. Embassy Baku Taxi and Transportation Services Solicitation

The U.S. Embassy Baku, part of the U.S. Department of State, is seeking a contractor to provide comprehensive taxi and passenger transportation services in Baku, Azerbaijan. - Government Buyer: - U.S. Department of State, U.S. Embassy Baku, Contracting and Acquisitions Office - OEMs and Vendors: - No specific OEMs or vehicle manufacturers are named; the solicitation is open to qualified transportation service providers - Products/Services Requested: - Passenger transportation and taxi services using business class, comfort class, and minivans with drivers - Estimated annual volume: 2,205 trips across various distance categories - Line items include: - Business class taxi trips (multiple distance categories, e.g., 34 km, 46 km, 620 km, etc.) - Comfort class taxi trips (same distance categories as business class) - Minivan trips with luggage (same distance categories) - Waiting time and additional distance charges - Defense Base Act (DBA) insurance for one year - Unique/Notable Requirements: - Priority pickup capability for authorized personnel during high demand - Secure passenger verification and ride authentication (unique ride confirmation codes, driver confirmation of passenger identity, ride cancellation/reporting) - Consolidated monthly billing with detailed trip documentation - Excludes VAT; includes Defense Base Act insurance - Offerors must be registered in SAM and submit quotations in English - Pre-quotation conference at the U.S. Embassy Baku - Period of Performance: - One base year with four one-year option periods (total potential duration: five years) - Place of Performance: - U.S. Embassy Baku, Azerbaijan (Landmark building 1, Nizami Street 96 and 111 Azadlig Avenue)

Subject: Request for Quotations number 

Enclosed is a Request for Quotations (RFQ) for taxi and transportation services. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Embassy intends to conduct a pre-quotation conference at the site. The pre-proposal conference will be held on June 1, 2026 at 11:00 A.M., at the U.S. Embassy in Baku, located on the 6th floor of Landmark building 1, on Nizami Street 96. Prospective offerors/quoters should email full names and telephone numbers of their representatives to Vahid Movsumov at MovsumovVI@state.gov no later than May 26, 2026 on or before 10:00 A.M. This information is required to provide access to the building. No substitutes or additional persons can attend the conference. Attendees are requested to carry their photo ID along with them. 

Quotations are due by June 8, 2026, on or before 18:00 Baku time No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Your quotation must be submitted electronically ONLY to BakuBidBox@state.gov It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 25MB. If the file size should exceed the 25MB, the submission must be made in separate files and attached to separate emails with less than 25MB each.

3. Section 5 Representations and Certifications

4. Additional information as required in Section 3

5. Proof of SAM Registration

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
