The Department of Labor's Mine Safety and Health Administration (MSHA) is seeking a small business contractor to provide comprehensive design-build architect-engineer and construction services for the National Mine Health and Safety Academy (NMHSA) in Beaver, West Virginia. - Government Buyer: - U.S. Department of Labor (DOL), Mine Safety and Health Administration (MSHA), National Mine Health and Safety Academy (NMHSA) - Scope of Work: - Design-build architect-engineer and construction services for renovation of NMHSA campus - Selective demolition and renovation of the F Building and Butler Building - Interior reconfiguration of F Building - Renovation of Butler Building (interior and exterior) - Installation of a new Physical Access Control System (PACS) with HSPD-12/FIPS-201 compliant card readers - Water filter installation - Replacement of three garage door operators (option) - Comprehensive project management, construction scheduling, and quality control - Products/Services Requested: - Selective demolition (F Building, Butler Building) - Interior reconfiguration and renovation - Architect-engineer (A&E) services - Physical Access Control System (PACS) - Garage door operator replacement (3 units) - Notable Requirements: - Total Small Business Set-Aside - Single award, firm-fixed price contract - Phased construction and monthly schedule updates - Compliance with federal regulations and quality control standards - Site visits allowed with prior coordination - No specific OEMs or vendors are named in the solicitation or attachments.

Description

The U.S. Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE), on behalf of the Mine Safety and Health Administration (MSHA), has a need for Design/Build Architect-Engineer (A&E) and Construction Services for the National Mine Health and Safety Academy (NMHSA) located at 1301 Airport Road in Beaver, West Virginia, in accordance with this Request for Proposal (RFP).

This RFP will result in a single award.

The Period of Performance shall be Upon Receipt of Award to 365 Days After Award.

This is a Total Small Business Set-Aside.

Tradeoff source selection procedures will be utilized.
