The Department of the Interior, Bureau of Reclamation, is seeking a contractor to develop and deliver a comprehensive commercial diver training program for its dive teams operating across the western United States. - Government Buyer: - Department of the Interior, Bureau of Reclamation, Lower Colorado Regional Office (Reclamation Acquisition Management Partnership Division) - Scope of Services: - Development of a commercial dive training program compliant with OSHA 29 CFR 1910 Subpart T and ACDE/ADCI standards - Delivery of initial and refresher diver training (classroom and in-water), including entry-level, advanced, and supervisor courses - Annual and biannual dive program audits and oversight, with written reports and feedback - Training to cover specialized tasks such as altitude diving, cold water diving, and use of surface supplied air equipment - Training locations include government facilities in Boulder City, NV and Boise, ID, with the option for contractor-proposed sites - Government will provide classrooms, dive tanks, boats, and equipment at federal facilities - Instructor labor, travel, and direct costs included in pricing - Quantities and Structure: - Classes typically up to 5 students (max 20 for some courses), with additional student slots available - Approximately 30 dam and 13 bridge inspections supported annually - Five-year IDIQ contract with a $300,000 ceiling; task orders specify delivery timelines - Unique/Notable Requirements: - Training program must be tailored to Reclamation-specific diving tasks - Instructors must meet ACDE and ADCI standards - Excludes CPR, First Aid, and underwater inspection technique training (handled separately) - Training development deliverables due within 180 days of task order award - Recurring audits alternate annually between Boulder City, NV and Boise, ID - OEMs and Vendors: - No specific OEMs or commercial vendors are named; open to qualified providers of commercial diver training services - Set-Aside: - Opportunity is set aside for SBA participants
