This procurement seeks a contractor to replace the Legacy R22 Split HVAC System in Building 4983 at Joint Base San Antonio (JBSA) Lackland. - Government Buyer: - U.S. Air Force, 502nd Civil Engineer Squadron, 502 CONS CL, FA3016 502 CONS CL - Existing Equipment to be Removed: - Rheem condenser - RUUD air handler unit - Honeywell controller and wiring - New System Requirements: - Complete 15-Ton Commercial DX Split System (condensing unit and air handling unit) - Must be AHRI-certified and use EPA-compliant low-GWP refrigerant R-454B - Operate on 208/230V, 3-Phase, 60Hz power - Direct Digital Controls (DDC) with BACnet compatibility - Scroll compressor, corrosion-resistant condenser coils, louvered panels/hail guards - Insulated galvanized steel cabinet, blower motor compatible with ductwork, DX evaporator coil with TXV or EEV, filter rack for 2-inch MERV 8 filters - System must meet UFC, ASHRAE, NFPA, ICC, OSHA, and Air Force standards - Contractor Responsibilities: - Provide all labor, supervision, materials, equipment, tools, transportation, and quality assurance - Remove and dispose of legacy equipment - Install, program, test, commission, and verify new system - Provide a one-year warranty on parts, labor, and equipment - Notable Requirements: - System must be fully operational and commissioned - 100% small business set-aside under NAICS 238220 - Unique item identification for delivered items - No specific OEMs or part numbers for the new system are mandated; salient characteristics must be met - Estimated contract value is up to $19 million - Place of performance and delivery: JBSA Lackland, San Antonio, TX

PLEASE READ CAREFULLY AND FOLLOW ALL INSTRUCTIONS IN THE RFQ ACCORDINGLY!
This requirement is being solicited as a 100% Total Small Business set aside. The NAICS code is 238220 Plumbing, Heating, and Air-Conditioning Contractors, PSC 4120 Air Conditioning Equipment and the SBA size standard is $19M. This requirement is for the purchase and installation of a total replacement of Legacy R22 Split HVAC System for B4983 at JBSA LAK 78236 in accordance with (IAW) the associated Statement of Work (SOW). Refer to salient characteristics and technical criteria listed in the attached RFQ.
PROJECT OVERVIEW. The contractor shall provide all labor, supervision, materials, equipment, tools, transportation, and quality assurance necessary to remove the existing HVAC system and install a new system meeting current Unified Facilities Criteria (UFC), American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), National Fire Protection Association (NFPA), International Code Council (ICC), OSHA, and Air Force standards. The contractor shall deliver a complete, operational, commissioned HVAC system.
Existing equipment: Rheem Condenser, RUUD Air Handler unit. •No front-end control system is installed. •R22 refrigerant system requiring full replacement. •Existing Honeywell controller and wiring to be removed
Questions Due Date: All questions must be submitted in writing by email no later than Wednesday, 03 June 2026 at 10:00 AM CDT. Responses to questions will be posted by the Government on the SAM.gov, as received. Questions submitted after this date/time will not be considered.
Site Visit: A site visit is scheduled for Tuesday, 02 June 2026 at 10:00 AM at JBSA Lackland Luke East Gate Visitor Control Center, located at B1196, 2602 Luke Blvd 78236. Departure to the site will be promptly at 10:00 AM CDT.
Please arrive 30 minutes prior to sign in, wait in line, and retrieve your pass at the visitor center. The Government WILL NOT provide transportation to travel between the sites. Interested parties are required to have a copy of a valid REAL ID Driver’s License, vehicle registration and insurance on hand to receive a base pass. If the drivers license has not been updated to the REAL ID, interested parties will need a passport along with a drivers license. If this type of documentation is not provided a base pass will not be issued and attendance will not be granted.
