Demolition Services for Thor Dormitory and Mechanical Support Building at Vandenberg Space Force Base

The U.S. Space Force and U.S. Air Force at Vandenberg Space Force Base, CA, are seeking demolition services for Buildings 13140 (Thor Dormitory) and 13143 (Mechanical Support Building). - Scope of Work: - Complete demolition of Building 13140 (Thor Dormitory) and removal of all associated structures, slabs, sidewalks, interior floors, walls, ceilings, exterior walls, roof, doors, windows, equipment (mechanical, communications, electrical), and furnishings. - Removal of all equipment supporting B13140 from B13143 Mechanical Support Building; B13143 will remain operational to support other facilities. - Utility termination and removal, including electrical, water, sewer, gas, and communication lines, with as-built documentation (AutoCAD and GIS data). - Site restoration with backfilling, compaction to 90%, grading, hydroseeding, and a one-year maintenance warranty for vegetation. - Hazardous materials management: certified independent third-party survey and abatement of asbestos-containing materials (ACM) and lead-based paint (LBP), including proper disposal and regulatory compliance. - Environmental protection, safety, quality control, and compliance with federal, state, and local laws. - Project management deliverables: preconstruction plans, safety and environmental plans, quality control plans, bi-weekly progress meetings, monthly status reports, closeout documentation, and coordination with government officials. - Structural demolition is restricted to the bird non-nesting season (August 15 - February 15). - Government Buyer: - U.S. Space Force, Space Launch Delta 30, 30th Civil Engineer Squadron (30 CES) - U.S. Air Force, 30th Contracting Squadron - No specific OEMs or commercial vendors are named; the opportunity is open to qualified demolition contractors. - Notable Requirements: - 100% Small Business Set-Aside under NAICS 238910 - Detailed line-item estimates, technical questionnaire, and Gantt schedule required - Coordination with American Water for water and sewer line removal - Coordination with SLD 30 SCS/SCX for communication line removal - Compliance with environmental and safety regulations, and waste diversion goals - One-year warranty for site restoration and vegetation maintenance

Description

The Contractor shall furnish all parts, labor material, equipment, transportation and supervision necessary to demolish vacant Building 13140 Thor Dormitory including slabs, adjacent sidewalks, interior floors, walls, ceilings, exterior walls, roof, interior and exterior doors, windows and all existing equipment (e.g. mechanical, communications, electrical systems) and any furnishings within the building. All equipment supporting B13140 shall be removed from B13143 Mechanical Support Building. Facilities shall be inspected and, if found, all Asbestos Containing Materials (ACM) or lead-based paint (LBP) within or on B13140 and B13143, at Vandenberg SFB, CA, shall be removed and properly disposed of. A site visit is scheduled for Monday, June 1, 2026, at 9:00 AM PDT. To participate, you must submit the full names, driver’s license numbers, email addresses, and phone numbers for all attendees to Chase French (chase.french@spaceforce.mil) and Rick Porter (rick.porter.1@spaceforce.mil) via email no later than 2:00 PM PDT on May 27, 2026. On the day of the visit, June 1, 2026, all attendees are required to report to the VSFB Visitor Center between 7:20 AM and 8:20 AM to obtain a visitor pass. Due to potential delays at the visitor center, early arrival is strongly encouraged. Please note that the site visit caravan will depart from the Visitor Center promptly at 8:50 AM.
