This opportunity involves the FBI Laboratory's intent to sole source Calibration Care Agreements and accredited calibration services for Vaisala DL series instruments. - The FBI seeks Calibration Care Agreements for DL1016, DL2000, and DL1000 Vaisala instruments - Includes one (1) CALCAREDL1016, one (1) CALCAREDL2000, and two (2) CALCAREDL1000 agreements - Accredited calibration services are required for multiple devices and probe types: - 30x Accredited Calibration Balance, Temperature (DL1016) - 4x 5 Point Accredited Calibration Balance, Humidity and Temperature (DL2000) - 13x Accredited Calibration Balance, L-Range Probe (DL1000) - 10x Accredited Calibration Balance, N-Range Probe (DL1000) - Calibration services include temperature and humidity points, 12-month calibration intervals, and certificates - Agreements offer fixed pricing, flexibility for additional calibrations, faster delivery, MyLearning license, and free shipping - Sole source justification is based on only Vaisala being able to meet requirements (FAR 6.302-1) - Delivery is required within 120 days of order; period of performance for calibration is 12 months - Place of performance is the FBI Laboratory in Quantico, VA - Interested parties may submit capability statements if they can fully meet the requirements

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. This notice of intent is not a request for competitive quotes.  The Federal Bureau of Investigation (FBI) intends to procure on an other than full and open competitive basis, one (1) CALCAREDL1016, (1) CALCAREDL2000, (2) CALCAREDL1000. See attached BOM for full details.

This requirement will be sole sourced to Vaisala. The North American Classification System Code (NAICS) is 334519; Other Measuring and Controlling Device Manufacturing.  The size standard for NAICS Code 334519 is 600 employees. The delivery shall be within 120 days after receipt of the order.

The FBI intends to negotiate with only one (1) source under the authority of FAR 6.302-1, (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements).  Interested parties may identify their interests and capability to respond to this requirement by 5:00 PM, (EST), 29 May 2026.  Emailed responses will only be considered.  No phone calls.  Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses shall include the firm's Dun and Bradstreet number (DUNS), CAGE Code, UEI Unique Entity ID (UEI) number, and their Business Size.  The capability statement shall clearly indicate the firm’s experience, equipment/assets, background, and their ability to provide the required instrument without compromising quality, reliability, safety, accuracy, and schedule.

Information received will be considered solely for the purpose of whether to conduct competitive procurement.  A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government.
