The Department of Veterans Affairs is seeking qualified contractors to remove and replace the Variable Refrigerant Flow (VRF) HVAC system at the Martinsburg VA Medical Center in West Virginia. - Government Buyer: - Department of Veterans Affairs, VISN 5 Contract Satellite Office, Martinsburg VA Medical Center - OEMs and Vendors: - Preferred OEMs: Mitsubishi, Johnson Controls (York) - Controls integration required with Johnson Controls Metasys system - Products/Services Requested: - Replacement of 17 Heat Pump Units (HPU-1 through HPU-17) - Replacement of 2 Air Cooled Condensing Units (ACCU-1 and ACCU-2) - Installation of all interconnected refrigeration piping, components, and changeover boxes - Integration of local controls with Johnson Controls Metasys DDC/BAS Architecture - Turnkey labor, supervision, equipment, materials, tools, transportation, permits, testing, commissioning, and documentation - Training sessions, as-built drawings, and O&M manuals - Unique/Notable Requirements: - System must be Mitsubishi or a comparable Johnson Controls/York system - Integration with existing Johnson Controls Metasys automation system is mandatory - Work must minimize disruption to patient care and comply with VA and federal safety/environmental standards - Contractor must be able to self-perform at least 51% of the work if responding as a small business - All work to be completed within 120 calendar days from Notice to Proceed - NAICS Code: 238220 (Plumbing, Heating, and Air Conditioning Contractors)

Summary The Martinsburg VA Medical Center (VAMC) is conducting market research to identify qualified contractors capable of performing the VRF System Replacement described in the draft Performance Work Statement (PWS) attached to this Source Sought Notice. This Sources Sought Notice is issued solely for informational and planning purposes as permitted by FAR Part 10.

Participation is voluntary, and a response is not required to compete in any future solicitation. However, responses to this notice may influence the Government s acquisition strategy.

No award will be made from this announcement. Respondents will not be notified of the results of this market research effort.

If responding as a small business, at least 51% of the work must be self performed in accordance with the limitations on subcontracting.
