The U.S. Army is seeking contractor support for a comprehensive Unidirectional Hydrant Flushing and Repair Program at Aberdeen Proving Ground (APG) North, APG South (Edgewood), and Adelphi Laboratory Center. - Government Buyer: - U.S. Army Contracting Command – Aberdeen Proving Ground (ACC APG), Directorate of Public Works (DPW) - Scope of Work: - Unidirectional hydrant flushing (monthly and annual services) - Fire hydrant flow testing (375 per year) - Hydrant repair (208 per year) and replacement (20 per year) - Valve exercise, maintenance, and replacement (various sizes) - Surface access point and post indicator repairs/replacements - Cross connection device service, repair, and certification (551 per year) - Pipeline repair (various sizes, up to 500 per year for largest size) - Emergency response and mobilization - Unexploded Ordnance (UXO) escort services (250 per year) - GIS mapping and data integration - Leak detection, private utility locating, usage monitoring, hazard mitigation, and surface restoration (concrete/asphalt) - Key Requirements: - Contractor must provide a project manager, certified plumbers, heavy equipment operators, and maintenance helpers - Daily work schedule: Monday–Friday, 06:30 to 17:00 - Strict safety, security, and quality control standards - Training and certification for contractor personnel (Anti-Terrorism, OPSEC, Information Assurance, etc.) - OEMs and Vendors: - No specific OEMs or product brands are specified; open to qualified small businesses under NAICS 237110 - Notable Details: - Includes both routine and emergency services - Integration of GIS data and documentation deliverables required - Award is contingent on funding availability and may be cancelled at any time

Description

The Army Contracting Command – Aberdeen Proving Ground (ACC APG), on behalf of the Directorate of Public Works (DPW), seeks Contractor support for the Unidirectional Hydrant Flushing and Repair Program at: APG North (Aberdeen)APG South (Edgewood)Adelphi Laboratory Center The Contractor shall perform all tasks necessary to execute APG’s unidirectional flushing program and produce all associated documentation and data deliverables. Award is contingent upon the availability of appropriated funds. The Government reserves the right to cancel this requirement at any time without obligation or liability for proposal preparation costs. The primary North American Industry Classification System (NAICS) Code of this Solicitation is 237110– Water and Sanitary Line and Related Structures Constructions Power and Communication Line and Related Structures Construction (small business size standard of $45million (M)).All inquiries/ Questions shall be submitted via email to both POCs identified above NLT 1:00 PM Eastern Time on Tuesday 01 June 2026.
