Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number 70B03C26Q00000139 is issued as a request for quote (RFQ).
This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The associated North American Industrial Classification System (NAICS) code for this procurement is Primary 812910 Pet Care (except Veterinary) Services.
This procurement shall be Open Market, Small Business Set-Aside. All qualified, responsible sources may submit an offer that shall be considered by the agency.
Offerers are advised that they are responsible for obtaining amendments.
The Department of Homeland Security (DHS), Customs and Border Protection (CBP) intends to award a Firm Fixed Price, Blanket Purchase Agreement (BPA). The BPA ordering period includes one 12-month base period and four 12-month option periods for a potential total ordering period of five years.
The resulting award will be made to the offerer who provides the Best Value to the Government in compliance with the provided Statement of Work (SOW). The Government will assess its level of confidence that the offering contractor will successfully perform all requirements in regard to (1) Technical Approach, (2) Past Performance/Specialized Experience, and (3) Price/Cost.
This procurement is for commercial kennel facilities and services in support of the Customs and Border Protection (CBP) Canine Enforcement Program. It is required that all contractors submitting a quote in accordance with attached SOW demonstrating they can fulfill stated requirements. CBP reserves the right to award with or without a site visit to the contractor's facility, as well as make unscheduled inspections post-award to ensure acceptable conditions and that all requirements listed in the SOW are being met.
The contractor shall provide all labor, materials, supervision, and facilities required to provide kenneling services for the CBP canines. The number of canines to be kenneled is currently nine (9), however, the number of canines is subject to change according to the demands of their service.
CBP Canine Handler access to the facility is required 24 hours per day, 7 days per week.
The contractor’s facility must be located within twenty (20) miles or less of the canine’s work site.

Contractors must provide company point of contact, company address, valid Unique Entity Identification (UEI) number, phone number, and email address.
Offerors are to include in their RFQ Packet the following:
- Acknowledgment of any modifications or amendments.
- Kennel Price Quote Form (KPQF), containing pricing per canine, per day for each
service year.
- Capability Statement with relevant past performance in accordance with the SOW and this RFQ.
To be considered, prices must be provided for each service year. Quotes that are incomplete, unsigned, or late will not be considered.
The complete RFQ packet must be RECEIVED by email to the Contract Specialist no later than May 28, 2026, at 10 am. Eastern Time. No phone calls will be accepted. Intended Period of performance for year one shall be June 1, 2026, through May 30, 2027.
*Actual period of performance dates shall be outlined at award.
