THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Space Force is not at this time seeking proposals and will not accept unsolicited proposals. Those responding are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
Synopsis
The Space Systems Command (SSC) in support of the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Program Office is seeking information on how an interested contractor could provide information relative to modernization of the Combatant Commanders Integrated Command and Control System (CCIC2S) infrastructure.
Background
CCIC2S provides timely, unambiguous, and continuous Missile warning of air, missile and space threats to North America, and geographical theaters. CCIC2S is a unique, integrated, C2 “system of systems,” that provides data communication between external sensors and end users, mission processing for air and missile warning mission and system operations functions. The system consists of terrestrial and space-based sensor outputs, C2 nodes, and communication and dissemination links.
Objectives The NCMC-ITW/AA Program Office is actively evaluating modernization pathways to ensure sustained operational relevance and enhanced mission responsiveness of the CCIC2S System of Systems. This RFI is to provide the NCMC-ITW/AA program office assistance in market research in the identification of innovative solutions to support the modernization of the CCIC2S program to bring the CCIC2S infrastructure and systems to a next generation of systems that enables rapid development and deployment of enhanced capability to meet the needs of the warfighter and rapidly adapt to the emerging threats of the future. 1. NCMC-ITW/AA would like to understand industry capabilities to address the following levels of effort to support CCIC2S modernization while continuing to satisfy all the CCIC2S Operational Requirements. The four (4) Levels of Effort are: 1.1. Modernization of CCIC2S Operational Architecture 1.2. Modernization for CCIC2S Development Architecture 1.3. Provide integrated enhanced capabilities to address the needs of the warfighter for air, missile, space, and emerging threats while providing an unambiguous picture of the graphical user interface (GUI). 1.4. Provide enhanced next generation cyber operations and capabilities. 2. Supporting the levels of effort defined in paragraph two above, provide recommendations on acquisition strategies that best enable multiple tranche demonstrations and rapid delivery of capability.

Access to Controlled Unclassified Information and Classified Documentation
The details of specific technologies, development efforts, and technical requirements of this request contain Controlled Unclassified Information (CUI) and Classified Secret Information. This RFI provides general public release requirements ONLY. Additional technical detail is available in Attachment 01 to this RFI, entitled “(CUI) CCICS2 SLEP RFI” and Attachment 02 entitled “(S) CCIC2S SLEP RFI”. Attachment 01 is controlled, containing Controlled Unclassified Information (CUI), and Attachment is Classified, containing Secret information, and therefore is not available for general release.
To provide a complete response to this request all interested parties must request access to the controlled and classified documents. To gain access to Attachment 01 and Attachment 02, your company/entity must provide the following information list below to the Primary Contract Officer at heather.baldwin.4@spaceforce.mil with subject line: CCIC2S Modernization RFI Access.

Interested respondents need to have an active and verified DD Form 2345 on file to access unclassified technical data disclosing militarily critical technology with military or space application that is under the control of, or in possession of the U.S. Department of Defense. Offerors interested in obtaining access to the restricted access documents will need to send a request to the Contracting Officer, heather.baldwin.4@spaceforce.mil and Contract Specialist, nyles.duffield@spaceforce, along with a copy of their verified DD Form 2345.

After validation, the Space Systems Command (SSC) Program Manager will send the other required information to you via DoD Safe or the Primary Contract Officer SIPR email. Your entity/company is responsible for the protection of the controlled information after the download and destruction of the classified information after release.

The Government’s evaluation of the capability statements received will be used to provide constructive feedback to industry and will serve as a basis for acquisition planning purposes only. The evaluations along with industry engagements will factor in whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, any small business designation (e.g., SDVOSB, HUBZone, etc.) or as an Other Transaction Authority opportunity.
