Solicitation for Frozen and Fresh Meat Products for FCI Milan, 4th Quarter FY 2026

The Federal Bureau of Prisons, FCI Milan, is seeking fixed-price quotations from small businesses for a large-volume procurement of frozen and fresh meat products for the 4th quarter of fiscal year 2026. - Government Buyer: - Department of Justice, Federal Bureau of Prisons, FCI Milan - OEMs and Vendors: - No specific OEMs or brand-name vendors are identified; open to all qualified suppliers meeting USDA and FSIS standards - Products/Services Requested: - Beef Patty, 6 oz (10,700 lbs): 80% lean, frozen, IMPS 1136, no additives, individually quick frozen or with paper separation - Ground Beef, 80/20 (10,000 lbs): IMPS 136, frozen, no additives - Roast Beef, Raw (15,250 lbs): Top or bottom round or strip loin, boneless, IMPS 168/169/169A/170/170A/171B/180, whole muscle, frozen - Chicken, Boneless/Skinless (25,250 lbs): White meat, A quality, frozen, no cartilage or fat, poly bag packaging - Chicken Breast, Boneless (7,350 lbs): White meat, A quality, frozen, 5-7 oz, no sodium added, strict defect limits - Italian Sausage, Pork (2,650 lbs): Pork (may include turkey or chicken), sweet, links, 3.8-5 oz, no soy, frozen - Pork Roast (6,600 lbs): Pork shoulder, Boston butt, boneless, IMPS 406A, frozen, 4-10 lb pieces - Turkey Roast, Raw (9,200 lbs): Boneless, all-natural, Grade A, netted, whole muscle, frozen - Ground Turkey (8,600 lbs): Not mechanically separated, bulk, frozen, max 15% fat - Unique or Notable Requirements: - All products must meet USDA and FSIS standards, be free of additives, and comply with strict labeling and packaging requirements - Product must be less than 6 months old upon delivery, with clear dating on labels - No religious exemption labeling accepted for ground turkey - Delivery must occur within specified windows (no early deliveries before July 1, 2026; all deliveries by July 30, 2026) - Electronic quote submission required; handwritten bids not accepted - Small business set-aside; SAM.gov registration required - Vendors responsible for shipping/restocking fees if delivery deadlines are missed - Compliance with federal cybersecurity, privacy, labor, and procurement integrity clauses

Description

The Bureau of Prisons, FCI Milan Milan, MI, is soliciting quotations under Request for Quote # 15B41726Q00000015 for 4TH Quarter FY 2026 MEAT items. This acquisition is set aside for small businesses. This cover letter is intended to provide general information regarding the submission of your quote.

All potential offerors are advised that this solicitation requires offerors to be registered in the System for Award Management (SAM). Please include your SAM.gov Unique Entity ID with your offer.

Evaluation Procedures: Quotations will be evaluated in accordance with the criteria set forth in this solicitation.  Quoters are advised that an award may be made without discussion; therefore, the initial quote should provide the government with sufficient information to recommend an award without discussions and should reflect the quoter’s ability to perform at a reasonable price.  

Evaluation and Award Methodology:  This acquisition will be procured in accordance with RFO Part 12 – Acquisition of Commercial Items and Commercial Services. The Government intends to evaluate offers and award a contract without discussions with offerors.  Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government intends to evaluate quotes and award a contract to the Contractor whose quote represents the best value to the Government based on price, technical acceptance, and past performance.  The Government reserves the right to require the quoter to submit additional information as necessary to support a pre-award determination of responsibility.

Faxed/mailed quotations will not be accepted. Quotes should be submitted through email to C1dennis@bop.gov and A1weaver@bop.gov  PLEASE FILL IN THE ATTACHED EXCEL SHEET AND REMIT IN THAT FORMAT, ANY OTHER FORMAT WILL NOT BE ACCEPTED. 

HANDWRITTEN BIDS WILL BE REJECTED. 

 Offerors are responsible for ensuring their quote has been received by the date and time set in order to be considered for award. Please submit quotations no later than June 02, 2026@ 12:00 PM Eastern Standard Time.

Delivery is to be completed within thirty (30) days of order. Items not delivered within the required time frame may be subject to cancelation and any/all shipping and restocking fees will be the responsibility of the vendor.
