The Federal Bureau of Prisons at FCI Milan is seeking small business suppliers for a large-scale delivery of subsistence (food service) items for the 4th quarter of fiscal year 2026. - Government Buyer: - Department of Justice, Federal Bureau of Prisons, FCI Milan - Products/Services Requested: - Wide range of commercial food products, including: - Dairy: 100,000 units of Reddies Butter, 5,200 lbs Cheddar Cheese, 1,000 lbs Mozzarella Cheese, 800 lbs Parmesan Cheese - Margarine: 4,400 lbs - Tofu: 600 lbs - Beans (black, great northern, kidney, pinto): thousands of lbs/cases - Canned vegetables (beets, carrots, corn, green beans, peas, spinach, mushrooms, mixed vegetables): hundreds of cases - Spices and seasonings (black pepper, chili powder, garlic powder, Italian seasoning, taco seasoning, etc.): hundreds of lbs - Cereals (bran flakes, grits, oatmeal): thousands of lbs - Pasta (elbow macaroni, spaghetti): 5,000 lbs each - Rice: 12,500 lbs - Sugar, brown: 2,500 lbs - Dressings (mayonnaise, Caesar): over 1,000 gallons - Taco shells: 30,000 units - Tortilla flour (10"): 24,000 units - Tortilla chips: 80 bulk bags - Other items: vinegar, salad oil, pickle relish, jelly, lemon juice, soup bases, soy beef granules, etc. - All products must comply with federal food safety, labeling, and quality standards, including allergen labeling and National Menu Specifications - Strict temperature, packaging, and delivery requirements - Cybersecurity and privacy requirements for contractors - OEMs and Vendors: - No specific OEMs or brands are named; products must meet federal specifications - Notable Requirements: - Set aside for small businesses - Mandatory registration in System for Award Management (SAM) - Quotes must be submitted in the provided Excel format - Delivery required within 30 days of order, with specific delivery windows - Compliance with federal food regulations and quality standards - Place of Performance/Delivery: - FCI Milan, 4004 East Arkona Road, Milan, MI 48160

Description

The Bureau of Prisons, FCI Milan Milan, MI, is soliciting quotations under Request for Quote # 15B41726Q00000014 for 4TH Quarter FY 2026 SUBSISTENCE items. This acquisition is set aside for small businesses. This cover letter is intended to provide general information regarding the submission of your quote.

All potential offerors are advised that this solicitation requires offerors to be registered in the System for Award Management (SAM). Please include your SAM.gov Unique Entity ID with your offer.

Evaluation Procedures: Quotations will be evaluated in accordance with the criteria set forth in this solicitation.  Quoters are advised that an award may be made without discussion; therefore, the initial quote should provide the government with sufficient information to recommend an award without discussions and should reflect the quoter’s ability to perform at a reasonable price.  

Evaluation and Award Methodology:  This acquisition will be procured in accordance with RFO Part 12 – Acquisition of Commercial Products and Commercial Services. The Government intends to evaluate offers and award a contract without discussions with offerors.  Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government intends to evaluate quotes and award a contract to the Contractor whose quote represents the best value to the Government based on price, technical acceptance, and past performance.  The Government reserves the right to require the quoter to submit additional information as necessary to support a pre-award determination of responsibility.

Faxed/mailed quotations will not be accepted. Quotes should be submitted through email to C1dennis@bop.gov and A1weaver@bop.gov  FILL IN THE ATTACHED EXCEL SHEET AND REMIT IN THAT FORMAT, ANY OTHER FORMAT WILL NOT BE ACCEPTED. HANDWRITTEN BIDS WILL BE REJECTED. 

 Offerors are responsible for ensuring their quote has been received by the date and time set in order to be considered for award. Please submit quotations no later than June 02, 2026@ 12:00 PM Eastern Standard Time.

Delivery is to be completed within thirty (30) days of order. Items not delivered within the required time frame may be subject to cancelation and any/all shipping and restocking fees will be the responsibility of the vendor.
