Description

Pre-Solicitation Notice The Northwest Regional Maintenance Center (NWRMC), Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF), Trident Refit Facility (TRF) Code 400 intends to issue solicitation N4523A26R0810 for a single award Indefinite Delivery, Indefinite Quantity (IDIQ) for maintenance and repair work aboard the United States Navy's Submarines during CNO Availabilities. The scope of these IDIQ delivery orders will include: Preservation Non-SUBSAFE hull and structural repair Lead bin repair and fabrication De-ballasting and re-ballasting Anodes removal and installation Tile removal and installation Safety track repair requirements The contractor shall provide the necessary management, material support services, labor, supplies, and equipment to perform this contract. The IDIQ will be awarded to one awardee. During execution, the Government will place orders for the level of support necessary based on actual work packages. The Government expects to issue delivery orders on a Fixed Price basis for pre-priced preservation, repair work, and trade support (e.g., full preservation of an MBT; set daily rate for providing one scaffolder, etc.). Requirement PSNS and IMF intends to release solicitation N4523A26R0810 for preservation and repair of United States Naval Submarines along with categories of trade support. The delivery order process is expected to be fast-paced, with the contractor able to support production start dates within 5 working days after delivery order issuance. The contractor will be expected to have an embedded project management team ready to coordinate and plan immediately after the delivery order is issued. The IDIQ contract will include a five-year ordering period and will be procured as a supply contract with incidental service elements. The supply being procured is the repaired, mission-ready vessel, which is returned to service within the Fleet. Preservation work throughout the IDIQ will include: Touch-up painting Blasting Preservation and surface preparation for main ballast tanks (MBTs), chain locker, sump, superstructure (interior/exterior, voids, safety track), underwater hull, and sternplanes Standards and requirements include NAVSEA Standard Items, SUBMEPP standards, and TRF Bangor QA/ESH requirements. Preservation personnel shall have SSPC Abrasive Blasting Certification (C7), Spray Application Certification (C12), and Marine Plural Component Program (MPCAC, C14) Certification. The company shall be QP-1 certified. Non-SUBSAFE structural work may include: Derived from URO MRC 003 inspections Basemetal build-up Structural member removal and replacement All work shall adhere to NAVSEA standards, SUBMEPP standards, T9074-AD-GIB-010/1688, and TRF Bangor QA/ESH requirements. The contractor shall employ qualified personnel trained in NDT procedures, equipment, and inspection personnel. Lead bin work includes: Free flood lead bin repair and fabrication Lead bin conversion Lead deballasting and re-ballasting Support duties include handling raw lead weighing up to 80 pounds, wearing respiratory PPE, and being qualified in Lead Awareness, OSH, Fall Protection, Hearing Conservation, and Eye Safety. Work in confined spaces is also required. Qualified resource support personnel shall include scaffolders and touch-up painters with formal training and minimum two years of experience on U.S. Navy ships or submarines. Specific qualifications include: Scaffolder: Ability to erect, modify, maintain, and disassemble scaffolding, plan work from blueprints, and apply weather protection containment. Sprayer/Touch-up painter: Certified as C-12 and C-14 sprayer, capable of preparing coating materials, and applying paint according to technical directions, meeting environmental and safety standards. Additional work may involve installation and maintenance of containments and staging. Contractors shall obtain access to the Navy Maintenance Database (NMD) for electronic communication of work requirements, coordinated through the Contracting Officer's Representative. The anticipated solicitation will be a Firm-Fixed Price IDIQ used to issue pre-negotiated delivery orders. The major acquisition timeline is as follows: Estimated issuance of solicitation: Mid-June 2026 Estimated solicitation due date: 30 days after posting IDIQ MAC ordering period: From contract award through 5 years (2027–2032) The contractor shall provide personnel, supervision, management, and financial resources for effective contract administration. They must supply their own equipment and supplies, including portable generators and compressors. The government will provide laydown areas, Hazmat and grit disposal, potable water, fuel, rigging, and forklift services. An acceptable Quality Management System, in accordance with NAVSEA Standard Item 009-04, must be in place at contract award and maintained throughout the contract. The solicitation will be issued electronically via the PIEE system and linked through beta.SAM.gov.
