NOAA Seeks Contractor for GPS.gov Website Sustainment, Operations & Maintenance (Drupal)

NOAA's National Coordination Office is seeking contractor support for the sustainment, operations, and maintenance of the GPS.gov website. - Government Buyer: - Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) - National Coordination Office (NCO) for Space-Based Positioning, Navigation, and Timing - NOAA Office of Space Commerce (OSC) - OEMs and Vendors: - No specific OEMs or commercial vendors are named; the work is platform-agnostic but requires Drupal expertise - Products/Services Requested: - Routine maintenance and operations of the GPS.gov website (Drupal-based) - Security, performance, and accessibility updates (including Section 508 and USWDS compliance) - Content management support and editorial workflow assistance - Quarterly training and updated documentation for government content managers - Coordination with NOAA's Web Operations Center for hosting and deployment - Implementation of up to three low-to-moderate complexity feature enhancements per year to improve usability, content access, or backend efficiency - Agile development practices and user acceptance testing for new features - Unique or Notable Requirements: - Strict adherence to federal digital standards and accessibility (Section 508) - All enhancements must use existing Drupal architecture and approved design components - Key personnel must include a Project Manager/Scrum Master with Drupal and Agile experience - Contractor may work remotely or off-premise, subject to approval - Firm fixed price contract with a base year and four option years

Description

The National Coordination Office (NCO) requires contractor support for the sustainment and maintenance of the GPS.gov website by ensuring stable operations, compliance with federal web standards, and incremental feature enhancements. The work includes routine maintenance, security updates, content management support, training for contributors, coordination with NOAA's hosting services, and the implementation of up to three low-to-moderate complexity features to improve usability and accessibility. This effort ensures that GPS.gov remains a reliable, accessible, and user-friendly resource for federal stakeholders and the public.
