The General Services Administration (GSA) is seeking vendor input for development, modernization, enhancement, and technical support services for its ePayroll and Human Resources Information Technology (HR IT) applications. - Government Buyer: - General Services Administration (GSA), Office of Business Applications IT Services, Payroll and HR IT Services Division - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named in the opportunity - Products/Services Requested: - Development, Modernization, and Enhancement (DM&E) support for HR and Payroll IT applications - Operations and Maintenance (O&M) support for software applications, backend processes, and both Commercial-Off-The-Shelf (COTS) and Government-Off-The-Shelf (GOTS) software - Project management, analysis, development, implementation, operational support, and help desk services - Support for specific applications: ePayroll, Labor Distribution System (LDS), Payroll Accounting and Reporting (PAR), Voluntary Leave Transfer Program (VLTP), HR Links, GSA Jobs, GSA Online University (OLU), Corporate Application Data Warehouse (CADW), HR Quality Management System (QMS), and GRB Assist - Unique or Notable Requirements: - Key personnel must have federal payroll and HR IT expertise, security clearances, and experience with Oracle-based federal solutions - Compliance with GSA and NIST IT security standards is mandatory - Deliverables include project management plans, status reports, impact analyses, test plans, and training materials - Work may be performed virtually or at GSA locations in Washington, DC; Kansas City, MO; and Fort Worth, TX - Extensive experience with the Software Development Life Cycle (SDLC) is required

The General Services Administration, Office of Business Applications IT Services, Payroll and Human Resources Information Technology (HR IT) Services Division requires development and technical support services for ePayroll and HR IT applications.
This Request for Information (RFI) is for planning purposes only and is not a Request for Quotes (RFQ), Request for Proposals (RFP), Invitation for Bids (IFB) or an obligation on the part of the Government to acquire any services.
Responses to this RFI are not offers and cannot/will not be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to their submission. However, the government may engage vendors that respond to this notice by seeking further information about capabilities or even a direct award. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense.
