The Federal Bureau of Prisons, FCI Herlong in California, is seeking bids from small businesses for a quarterly supply of food and subsistence products for the 4th quarter of fiscal year 2026. - Government Buyer: - Federal Bureau of Prisons, Federal Correctional Institution (FCI) Herlong - Products Requested: - Wide range of food and subsistence items, including: - Dry beans (kidney, pinto, navy, garbanzo), pasta (spaghetti), rice (long grain, parboiled), flour (all-purpose, bakers), and peanut butter - Canned and packaged tomato products (diced, whole, juice), salad dressings (various types), mayonnaise, and vegetable oils (canola, corn, olive, etc.) - Tortilla chips, wheat tortillas, canned vegetables (green beans, peas, corn, carrots, mixed vegetables, spinach, beets) - Soy products (tofu), spices (basil, onion powder, Cajun seasoning, chili powder, garlic salt, red pepper, thyme) - Meats (beef roast, chicken, turkey, fish fillets), cheese (Parmesan, Romano), butter - Local specification items: mustard, soup base (chicken bouillon), lime juice, pickle relish - Quantities range from dozens to thousands of pounds or cases per item - Specific product grades (e.g., U.S. Grade 1, Grade A-C), packaging (e.g., #10 cans, bulk, shelf-stable, frozen), and quality requirements - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or brand names are specified; products must meet federal food grade and specification standards - Notable Requirements: - Timely delivery by the required date - Evaluation based on price and past performance - Small business set-aside; SAM.gov registration required - All bids must be submitted to the designated email address

The Federal Bureau of Prisons, Federal Correctional Institution, Herlong, CA intends to issue a solicitation for the requirement of: Quarterly Subsistence. This acquisition is a Total Small Business Set-Aside. The NAICS code for this requirement is 311999; the small business size standard is 500 employees. The contract type is a firm-fixed price. The Government reserves the right to make formal single or multiple awards. Delivery is required by July 17, 2026. Late deliveries will result in a negative performance evaluation. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered at https://www.sam.gov/. Faith-Based and Community-Based Organizations have the right to submit offers equally with other organizations for contracts for which they are eligible. All responsible sources are encouraged to submit a written offer which will be considered for award. The solicitation will be available on or after May 21, 2026, with a due date of June 3, 2026 2:00 p.m. Pacific Time. The solicitation will be distributed solely through the SAM beta.gov web site https://beta.sam.gov/ Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Award will be based upon price as well as past performance. Poor past performance (Late, Incorrect or Non-Delivery) may result in bid not being considered and award not being made by FCI Herlong.
