Description

This Request for Bids (RFB) is issued for Phase 1 of the Freight Data Modernization Initiative. The objective of Phase 1 is to develop a comprehensive understanding of jurisdictional Freight Data collection practices, existing data sources, and empirical approaches relevant to Freight Data analysis and modelling. The consultant will produce a report establishing MTO's multi-modal Freight Data needs, evaluating public and commercial Freight Data sources, assessing data gaps including non-road modes, and reviewing innovative data acquisition approaches. The final report is due by December 2026, with work conducted remotely and regular virtual engagement with MTO.
