The Alabama Port Authority is seeking bids for the supply and installation assistance of two 5kV medium voltage (MV) electrical switchgear units at the McDuffie Coal Terminal in Mobile, Alabama. - Government Buyer: - Alabama Port Authority, Engineering Services Department - Contracting office at 1400 Alabama State Docks Boulevard, Suite 216, Mobile, AL - OEMs and Vendors: - Approved switchgear manufacturers: Siemens, ABB, General Electric, Eaton (others may be approved) - Approved protective relay manufacturer: Schweitzer Engineering Laboratories (SEL) or equivalent - Products/Services Requested: - Two 5kV MV switchgear units (indoor rated, 2000A bus, 65kaic rating, weatherproof, saltwater and rodent resistant) - Feeder breakers (2 units, 1200A each) - Protective relays (SEL-787, SEL-751, SEL-735, SEL-351, SEL-535 or equivalent) - Delivery, onsite commissioning support, and structured training for up to two owner's representatives - Unique/Notable Requirements: - Switchgear must meet ANSI, NEMA, IEEE, UL, and NEC standards and be ISO certified - Relays must support Ethernet, SCADA, and DCS compatibility, with local interface and test functionality - Delivery schedule to be proposed by contractor; one switchgear needed as soon as possible, second may be staggered - Liquidated damages for schedule delays; warranty minimum two years from acceptance - Contractor responsible for material purchases and applying for sales and use tax exemption - Bids valid for 90 days; proposals not publicly opened - Place of Performance/Delivery: - McDuffie Coal Terminal, Mobile, Alabama - Alabama Port Authority offices in Mobile, Alabama

The procurement includes supply and installation assistance in accordance with specified requirements, insurance, referenced documents, and applicable State of Alabama laws. The contractor must provide a delivery schedule with their bid, and liquidated damages will apply based on the schedule. The Alabama Port Authority reserves the right to choose the best value based on a combination of price and schedule, with one switchgear desired as soon as possible and the other potentially staggered.
