Description
The New York District (NAN) of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of the Hudson River Federal Navigation Project. The dredged material shall be transported to and placed at the federally approved Historic Area Remediation Site (HARS) located at the New York Bight Apex in the Atlantic Ocean. The proposed maintenance dredging will require the removal of approximately 200,000 cubic yards of critical shoals from the Federal Navigation Channel (FNC) at Haverstraw Bay, NY. The dredge area is located at RM 35 - 40 of the Hudson River and is approximately 60 miles from the HARS. Dredging is required to a depth of -32 feet Mean Lower Low Water (MLLW) datum plus 1-foot allowable over depth. The dredge material is expected to consist primarily of silt and clay. Dredging at the Haverstraw area will require the use of a mechanical dredge with a closed clamshell environmental bucket. The Contractor may also require the use of hopper barges, tugboat(s) and attendant plant(s) to perform dredging, transport and unloading/placement operations. All necessary permits required for the dredging and dredged material placement will be provided by the Government. The Contractor will be required to meet all conditions pertaining to dredging and dredge material placement as specified in these permits. Water Quality Certification restrictions prohibit performing any in-water dredging work earlier than August 15th or later than October 31st. The Contractor will be required to commence work within five (5) calendar days after receipt of the Notice to Proceed and shall prosecute work diligently to substantially complete all work within the time periods provided. Plans and Specifications for the subject project will be available June 2026, with bid opening on/about July 2026. It is the intention of the Government to award on Aug 2026 and issue the NTP on/about 10 Aug 2026.Liquidated Damages are expected to be $2,015.00 per calendar day of delay until all work under the contract is accepted.
