SOURCES SOUGHT NOTICE 36C25026R0072 The U.S. Department of Veterans Affairs seeks expressions of interest for 16,955 American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Office Area (ABOA) square feet of medical clinic space in the area of Macomb, MI. Notice: This advertisement is a notice of a potential opportunity. It is not a solicitation for offers, nor a request for proposals. The purpose is to identify potential sources and suitable locations. It is not intended to pre-qualify or disqualify any potential offers. The Government will not pay for any costs incurred as a result of this advertisement. The Government cannot provide any warranty, expressed or implied, regarding the accuracy, reliability, or completeness of the information. The Department of Veterans Affairs (VA) is conducting market research to find capable sources classified and registered as either Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) interested in leasing space. To be considered as SDVOSB or VOSB, the offeror must be registered and verified in the Dynamic Small Business database at the time of submission and prior to contract award. The space can be in an existing building or a building under construction for multi-tenant use, not specifically build-to-suit. ABOA is defined as the space remaining after deducting common areas, lessor areas, and non-programmatic areas from the rentable square footage. VA will provide detailed definitions if a solicitation is issued. Lease Term: Up to 20 years Delineated Area: Properties must be within the following boundaries or front on these roads: North Boundary: 26 Mile Road South Boundary: Hall Road East Boundary: County Line Road, Lake St. Clair West Boundary: Garfield Road The attached map clarifies these boundaries. ADDITIONAL REQUIREMENTS Offered space shall be on a single floor, ground level or first floor. Existing space is preferred. Bifurcated sites, including parking, are not permissible. Space configurations with atriums, long/narrow runs, irregular shapes, or other adverse features will not be considered. Column size shall not exceed 2 feet square; space between columns/walls shall be at least 20 feet. Space shall not be in a 1-percent-annual-chance floodplain. Space must be zoned for VA's intended use. Proximity to incompatible uses (liquor stores, cannabis dispensaries, treatment centers, correctional facilities, firearm sales, railroads, flight paths) disqualifies space. Proximity to residential or industrial areas disqualifies space. Space with apartment or living quarters within the same building is not considered. Space must be near amenities like restaurants, hotels, pharmacies, shopping. Accessible to major roadways and within walkable distance (up to 2,640 feet) of public transit stops. Structured parking under the space is not permissible. Space must meet federal and local safety, security, accessibility, seismic, and sustainability standards. A fully serviced lease is required. Space must be compatible with VA's use. Submissions should include: Name and address of current property owner. Building address or location description.
