Description

The U.S. Army Corps of Engineers, Little Rock District (SWL), intends to award a sole-source, firm-fixed-price purchase order to Hi-Tech Communications, Inc. (Hi-Tech) (Cage Code: 1XK52, UEI: KN4JSWLJ3HK1) located at Sikeston, Missouri.  This is a non-personal services purchase order to provide repairs to Clearwater Project Office Security System in Piedmont, Missouri.  

This action will be conducted under the authority of Revolutionary FAR Overhaul (RFO) 12.102 (a) - Soliciting from a single source, for acquiring commercial services.  The Government intends to solicit and negotiate with only one source based on the following rationale:

Hi-Tech recently performed initial diagnostics and partial repairs on the failing security alarm system under contract W9127S25PA012. The current requirement is for the follow-on repair on catastrophic lightning strike damage for which the incumbent contractor, Hi-Tech, has already performed partial diagnostics work. As a result, they possess unique, site-specific and non-transferable knowledge of the system's current configuration, including the integration of the proprietary Geovision components. Due to the substantial duplication of costs and unacceptable delays that  would result from bringing a new contractor up to speed, it was determined that procuring these specific follow-on services from any source other than Hi-Tech would be inefficient and create an unacceptable risk to the facility's security.

This notice of intent is not a request for competitive quotes.  However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement or quotation, which shall be considered by the agency.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
