The New York State Office of Mental Health (OMH), through the Nathan S. Kline Institute for Psychiatric Research, is seeking a vendor to provide a comprehensive reagent-rental solution for diagnostic test kits and laboratory analyzers. - Government Buyer: - New York State Office of Mental Health (OMH), Nathan S. Kline Institute for Psychiatric Research - Products and Services Requested: - Full line of diagnostic test kits for: - Hepatitis (A, B, C) serology (including HBSAg, HBSAb, HBcAb, HCVAb, etc.) - Endocrinology (Free T4, Ultra-sensitive TSH, Vitamin B-12, Folic Acid, Prolactin, Ferritin, 25-OH Vitamin D, PSA Total, Troponin I) - Therapeutic Drug Monitoring (Carbamazepine, Digoxin, Phenobarbital, Phenytoin, Valproic Acid, Clozapine, Fentanyl) - Infectious Disease (HIV 4th generation, Syphilis Confirmatory) - Provision, installation, and maintenance of at least two fully automated, high-throughput analyzers (minimum 300 tests/hour, bi-directional LIS interface, STAT interrupt, on-board refrigeration, etc.) - Purified water system for analyzers - All consumables, disposables, calibrators, instrument parts, and start-up materials - Full maintenance, emergency repair, and technical support (same-day response) - Manufacturer-provided training for laboratory staff and technicians (including travel and per diem) - Quantities: - Annual test volumes for key kits (e.g., 14,000 HBSAg, 17,000 TSH, 11,000 Valproic Acid, 11,000 Clozapine, etc.) - Unique/Notable Requirements: - Reagent-rental model: vendor supplies and maintains all equipment and materials; no substitutions or partial bids allowed - All tests listed must be provided; compliance with all technical and operational specifications is mandatory - Analyzers must be new, fully automated, and compatible with Cerner Millennium LIS - Laboratory operates one shift, five days per week; monthly calibrations required - Start-up support, validation, and ongoing training included - OEMs and Vendors Mentioned: - Previous contract held by Abbott Laboratories; other major OEMs expected to compete - Potential OEMs/Competitors: - Abbott Laboratories, Roche Diagnostics, Siemens Healthineers, Beckman Coulter, Ortho Clinical Diagnostics, Bio-Rad Laboratories - Place of Performance: - Nathan S. Description

The New York State Office of Mental Health and the Nathan Kline Institute are soliciting bids through an Invitation for Bid (IFB) for all diagnostic test kits required for Serology and Therapeutic Drug of Abuse testing on a reagent-rental basis. The vendor will provide all other materials required for testing, including consumables, disposables, instrument parts, and any other items directly required for testing. The laboratory operates five days per week with one shift and requires calibrations at least once per month. An optional site visit is scheduled for June 2, 2026, and bids are due by June 25, 2026.
