The Canadian Food Inspection Agency (CFIA) is seeking industry feedback and potential service providers for temperature-controlled storage, transport, and distribution of livestock vaccines to support official animal disease control programs, including the Foot and Mouth Disease (FMD) Vaccine Bank. - Government Buyer: - Canadian Food Inspection Agency (CFIA), Government of Canada - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named; the focus is on service providers authorized to handle veterinary biologics in Canada - Products/Services Requested: - Temperature-controlled (2°C to 7°C) reception, storage, transport, and distribution of livestock vaccines, including FMD vaccines - Capacity to handle up to 3 shipments of 500,000 to 2,500,000 doses each, with storage for up to 22 large pallets per shipment - Secure quarantine storage near at least one major Canadian international airport (Halifax, Montreal, Toronto, Winnipeg, Saskatoon, Calgary, Edmonton, Vancouver) - Destruction and disposal of unusable vaccines in compliance with environmental and regulatory requirements - Detailed record-keeping, incident reporting, and maintenance of vaccine inventory and cold chain monitoring records for at least two years - Participation in annual CFIA-led readiness exercises and compliance with Canadian Centre for Veterinary Biologics (CCVB) inspections every 1 to 3 years - 24/7 emergency response readiness and rapid mobilization for disease outbreaks - Unique or Notable Requirements: - Contractor must be authorized to handle veterinary biologics and pass CCVB inspection - Compliance with all federal, provincial, and municipal regulations, including environmental protection laws - Secure, monitored cold storage and transport with contingency planning for power failures - Indigenous participation in supply chains is encouraged - Experience with government emergency response and biological product handling is preferred

The Canadian Food Inspection Agency (CFIA) is seeking industry feedback on its capacity to provide temperature-controlled storage, transport, and distribution of livestock vaccines required for official animal disease control programs, including foot and mouth disease (FMD) vaccines. The services will support the CFIA's newly established FMD Vaccine Bank. The contract period is estimated to be 12 months starting from April 1, 2027. The contractor must be authorized to handle veterinary biologics and comply with Canadian regulatory requirements, including storage at appropriate cold temperatures and secure handling.
