NOAA is seeking comprehensive hotel lodging and transportation services to support students and guest instructors attending training at the National Weather Service Training Center (NWSTC) in Kansas City, MO. - Government Buyer: - U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service Training Center (NWSTC) - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Products/Services Requested: - Lodging suites for 85 to 130 occupants (students and guest instructors) - Suites must have at least one bedroom, sitting area, kitchen (with microwave, refrigerator, sink, stovetop, table), private bath, and a minimum of 180-200 sq ft (excluding bathroom) - Amenities required: free Wi-Fi, business center, recreational facilities, fire-resistant furnishings, cable TV, regular housekeeping, laundry, security, and meeting rooms - Suites must be single occupancy, with one double bed, desk/table, chair, lighting, and safety features (smoke/heat detectors, sprinkler system) - Facility must be within 15 minutes' drive or 5 road miles of NWSTC - Transportation services - Daily round-trip shuttle service between lodging and NWSTC (Monday-Friday, except federal holidays) - Shuttle service to local shopping areas (minimum 2 round trips weekdays, 4 on weekends) - Airport transfers to/from Kansas City International Airport for arrivals and departures - Vehicles must be handicapped accessible, properly insured, and maintained; drivers must be licensed - Unique or Notable Requirements: - Lodging facility must provide upscale decor, security, and a range of amenities - Transportation must be safe, timely, and accessible for all students - All services must comply with federal, state, and local laws - Contractors must be registered in the System for Award Management (SAM) - No products are being procured; this is a services-only requirement
Description
SOURCES SOUGHT: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), intends to acquire a lodging and transportation services for students attending training classes at the National Weather Service Training Center (NWSTC), located at 7220 NW 101st Terrace, Kansas City, MO 64153. The upcoming contract’s period of performance will be for five years, from September 30, 2026 through September 29, 2031.
The lodging facility requirements shall include, but are not limited to items listed in section C.3 in the attached document titled “005_PWS - NWSTC Hotel Contract Recompete – Final.”
CAPABILITY PACKAGE: This is not a solicitation nor is a solicitation available at this time. A decision as to whether this acquisition is set-aside for small business will depend upon responses to this announcement. Contractors interested in this requirement must respond to this notice with brief supporting documentation to demonstrate that they are capable of performing the attached Performance Work Statement. Responses shall contain company name, address, point of contact, telephone number, email address, socioeconomic category, and business size for the specified NAICS code 721110. All interested parties must submit their company information in no more than 10 pages, which includes technical descriptions, pictures, etc. Responses must be submitted in Adobe pdf. format to the attention of Dallas Thurston via email at dallas.thurston@noaa.gov. Responses are due no later than Monday, June 12, 2026 at 4:00 PM Eastern. The following information must be submitted in the capability statement:
1) Proof that the lodging facility is no more than 15 minutes’ drive time (one way) or 5 road miles (one way) from the NWSTC.
2) Documentation to show that the contractor has in-house capability to accommodate an estimated number of 115 students in single-occupancy rooms at one time.
3) Documentation to show that rooms are suites or comparable type rooms consisting of a minimum of one bedroom, sitting area and kitchen with table and chair, have a minimum of 200 square feet excluding the bathroom, and that there are enough suites in the facility to provide all students with equal accommodations.
4) Documentation to show that the contractor can meet the transportation requirements specified herein and the Performance Work Statement.
The DOC, NOAA, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
