The Underwater Construction Team TWO (UCT-TWO) requires a contractor to provide a Small Craft Subject Matter Expert (SME) and Maintenance Technician to deliver comprehensive maintenance, repair, operational support, and training for the UCT-TWO’s small craft inventory in Port Hueneme, CA. The contractor shall be responsible for all aspects of equipment readiness, including preventative and corrective maintenance, parts management, and operator training to mitigate existing capability gaps for UCT-TWO, at Naval Base Ventura County in Port Hueneme, CA.
NAVSUP Fleet Logistics Center Pearl Harbor (FLC PH) Regional Contracting Department has determined the required services are commercial in nature and intends to issue a Firm-Fixed Price Contract. This is a follow-on to N0024421P0463 with an estimated period of performance of 30 September 2026 to 29 September 2027 plus 4 – 12-month option periods. Wage Determination 2015-5625 is applicable.

This Notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. To determine qualified, experienced, and interested potential sources capable of providing the services described within this Notice and the draft performance work statement (PWS), which is provided as part of this Notice. If there are any restrictive, vague, or overly burdensome requirements in the draft PWS. Existing contract vehicles covering similar services.
The information requested by this Notice will be used within the Navy to facilitate decision making and will not be disclosed outside the agency. For purposes of this Notice, the intended North American Industry Classification System (NAICS) Code is 541499, and the small business size standard is $21,500,000.00.

Capability Statements shall include the following: The capabilities statement shall be company‐specific and any similar services previously performed (include contract number(s), total contract value(s), and brief description of work performed). The capabilities statement shall not exceed FIVE (5) pages (all inclusive with the exception of the title page, and table of contents). The capabilities statement shall be concise and focused to the required services and PWS. Incomplete statements will not be favorably reviewed.
