The Illinois National Guard, on behalf of the 182d Airlift Wing in Peoria, IL, is soliciting bids for major repairs and upgrades to fire suppression and hangar door systems at Building 632. - Government Buyer: - United States Air Force, 182nd Airlift Wing, 182nd Civil Engineering Squadron, 182nd Mission Support Group/ Mission Support Contracting - W7M6 USPFO ACTIVITY ILANG 182 - OEMs and Vendors: - ASSA ABLOY (Megadoor hangar door system) - Products/Services Requested: - Replacement of the north hangar door with a new vertical lift fabric hangar door system (ASSA ABLOY Megadoor or equal) - Must meet specific performance standards: 6 inches/second travel speed, safety interlocks, emergency hand-crank, fabric cold resistance to -40°F, flame resistance (NFPA 701, ASTM D6413, ASTM E-84), and wind load resistance - Repair and upgrade of fire protection and detection systems - Removal and replacement of AFFF tanks and piping with new water pipes and pumps - Resizing of pumps in the Base Pump House (Building 831) - Electrical and structural modifications as needed - Option to provide and install a new generator - Unique/Notable Requirements: - The Megadoor system by ASSA ABLOY is specified as sole source for compatibility with existing installations, but "or equal" solutions meeting all technical requirements are allowed - Project is set aside for small businesses under NAICS 236220 - Hangar door system must cover a 21,087 sq. ft. hangar - Estimated contract value is $5.2 million, with $2.6 million allocated for the door system

The Illinois National Guard intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for Repair of the Fire Suppression and Hangar Door for Building 632 at the 182d Airlift Wing, Peoria, IL. 

Work includes the repair of the existing fire protection and detection systems. Remove existing AFFF tanks and existing piping and replace with new water pipes and pumps. Resize pumps in the Base Pump House, Building 831 to adequately provide pressure to the fire water loop. Remove existing Megadoor hangar doors at north door of building 632, mullion doors, motors, and associated conduit, wire, etc. Provide and Install new Megadoor vertical lift hangar door system and associated components. The Megadoor vertical lift hangar door by ASSA ABLOY is sole source specific for compatibility to existing installation systems (noted justifications will be included with solicitation). In addition to the base work described above, the solicitation will include the following option line item: Option 1: Provide and Install New Generator.

The contract duration will be 365 calendar days after notice to proceed to include inspection and punch list. This project is set aside 100% for Small Business. The North American Industry Classification System (NAICS) Code is 236220, with a small business size standard of $45,000,000. The magnitude of construction is between $5,000,000 and $10,000,000.

The tentative date for issuing the solicitation is on-or-about June 17, 2026. The tentative date for the pre-bid conference is July 8, 2026, time and location to be provided in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by July 14, 2026 via email to melissa.grice4.civ@army.mil.

The bid opening date is tentatively planned for on-or about July 23, 2026. Actual dates and times will be identified in the solicitation. The solicitation and associated information and the plans and specifications will be available only from the Contract Opportunities page at SAM.gov.

Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded”.

In accordance with FAR 36.211(b), the following information is provided:

(1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204.

(2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements.
