The VA Portland Health Care System is seeking comprehensive support for its V-Armed Virtual Reality Simulator, used in police and clinical training environments. - Government Buyer: - U.S. Department of Veterans Affairs - VA Portland Health Care System (HCS) Vancouver Division - OEM Highlight: - V-Armed is the sole Original Equipment Manufacturer (OEM) for the simulator, software, and required services - Products and Services Requested: - Software licenses and updates for V-Armed Scenario Launcher, After Action-Review, Scenario Editor, and Motive System Launcher (Opti-Track) - Hardware warranty covering repair and replacement of all V-Armed system equipment malfunctions (excluding operator error/misuse) - Onsite operator technician (credentialed and sponsored by V-Armed) to provide full-time (40 hours/week) maintenance, programming, troubleshooting, and operational support - Technician must pass contractor background investigations - Technician required to work Monday through Friday, excluding federal holidays - Unique/Notable Requirements: - All software and services must be compatible with the V-Armed system - Onsite technician must be credentialed by V-Armed and work exclusively onsite at the specified VA facility - The solution is tailored for VA Police training in Active Threat and Crisis Intervention, as well as clinical applications - Place of Performance: - VA Portland Health Care System Vancouver Division, 1601 East Fourth Plain Blvd, Bldg. 14, Vancouver, WA 98661

This is a Sources Sought Notice (SSN) ONLY. The U.S. Government is conducting market research only to determine the availability of qualified sources capable of providing V-Armed Software License Warranty and Operator. Potential Contractors are invited to provide a response via e-mail to Contract Specialist at Tyrone.Whalen@va.gov by June 04, 2026, 5:00 pm (PT). Responses will be used to determine the appropriate strategy for a potential acquisition. Please clearly identify any information your company considers sensitive or proprietary. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, or proposals at this time and will not accept unsolicited quotes in response to this source sought synopsis. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, if any is issued.
