The U.S. Embassy Bogota, under the Department of State, is seeking a qualified contractor for comprehensive fleet vehicle maintenance and repair services. - Government Buyer: - U.S. Department of State, American Embassy Bogota, GSO - Procurement & Contracting - Scope of Work: - Full-service vehicle inspection, diagnostics, maintenance, and repairs for the Embassy's fleet - Services include engine and transmission repairs, brake and suspension work, electrical system repairs, and general maintenance - Use of genuine OEM or approved aftermarket parts is required - Labor must be performed by certified technicians - Contractor must provide labor estimates and obtain customer approval for additional work - Emphasis on safety, quality assurance, and compliance with U.S. Embassy and OSHA standards - Vehicles must be returned clean; shop representatives may not drive Embassy vehicles without authorization - OEMs and Key Brands Highlighted: - Acdelco, Moog, Gabriel, Motorcraft, Wagner, Federal, Ate - Only original brand parts or Embassy-approved equivalents are permitted - Products/Parts Requested: - Engine oils (multigrade 20w50, synthetic 10w30), oil and air filters, brake fluid, brake pads and rotors, control arms, shock absorbers, tie rods, hydroboost brake booster, steering gearbox, drive belts, tensioner pulleys, and more - All parts must be genuine or Embassy-approved - Service Line Items: - Oil change, accessory drive belt installation, brake and suspension repairs, steering system repairs, exterior paint, and door adjustment services - Vendor Requirements: - Must be legally incorporated in Colombia and comply with all Colombian regulations - Minimum 10 years of verifiable experience in the Colombian automotive market - Must be registered in the System for Award Management (SAM) - Contract Structure: - Blanket Purchase Agreement (BPA) with a potential five-year period of performance - VAT excluded from CLIN rates; invoiced separately - Performance Standards: - Initial diagnostics within 12 business days; standard repairs within 15 business days (subject to parts and approvals) - All work must meet manufacturer and Embassy standards
Description
The services to be performed by the mechanic shop for vehicle inspection, maintenance, and repair. The goal is to ensure vehicles are serviced safely, efficiently, and in accordance with manufacturer standards.
The selected company must be legally incorporated in Colombia, comply with all specific Colombian regulations and standards applicable to the services offered, and demonstrate extensive experience, with a minimum of 10 years of verifiable track record in the Colombian market.

The anticipated performance period is for 5 years, if exercised by the Government. All responsible sources may submit a proposal which will be considered.
The Government intends to award a Blanket Purchase Agreement – BPA resulting from this solicitation to the lowest priced technically acceptable list of prices. The Government may award the contract based on the initial offer without discussion.
The Government is planning a pre-quotation conference and the date for this conference will be in the solicitation.
All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
