This notice is for Market Research only in accordance with Revolutionary FAR Overhaul (RFO) Part 10 to determine the capability of potential sources.
DESCRIPTION OF REQUIREMENT: The Rhode Island Army National Guard (RIARNG) requires a commercial-off-the-shelf (COTS) handheld Explosive Trace Detector (ETD). The system must be lightweight, capable of sustained standalone operation, and designed to detect a wide variety of explosive compounds at trace levels to ensure the safety of mailroom personnel and facilities. The minimum capabilities required for the Handheld Explosive Trace Detector (ETD) sought are included in the attached “Salient Characteristics” document
SUBMISSION INSTRUCTIONS: If your organization has the potential capability to provide the above, submit a capabilities statement to include the following information at a minimum:
1. Organization name, organization address as registered in SAM, Cage Code/UEI Number, email address, Web site address, telephone number, and size and type of ownership for the organization; and
2. Please state if you are certified Small Business (8A, WOSB, Hubzone or SDVOSB).
The NAICS applicable to this Sources Sought is 334519: Other Measuring and Controlling Device Manufacturing; Size standard: 600 Employees
3. Identify the specific device you are proposing (manufacturer name and model number). Provide a brief description of the detection technology (e.g., IMS, fluorescent polymer, etc.) and indicate whether the item is currently available under your GSA MAS contract (specify Schedule and SIN, e.g. SIN 334519, if applicable) or open market, or both.
4. What is the standard lead time for your proposed device after receipt of order?
5. Is your proposed device Buy American Act compliant? What is the Country of Origin (COO) for the device offered?
6. Does your solution require any ongoing software or threat library subscription fees to remain fully functional? If so, what capabilities degrade without a subscription?
All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
All qualified business concerns are encouraged to respond. Questions regarding the requirement are also encouraged. The deadline for response to this request is no later than 1200, EST, 03 June 2026.
