This opportunity involves a major design-build initiative for new barracks at Marine Corps Base Camp Lejeune and Marine Corps Air Station New River in North Carolina. - Government Buyer: - Naval Facilities Engineering Systems Command Mid-Atlantic (NAVFACSYSCOM MIDLANT), Department of the Navy, Public Works Division, Marine Corps Base Camp Lejeune - Project Scope: - Demolition of five existing Bachelor Enlisted Quarters (BEQ) buildings (HP51, HP53, HP55, HP57, and 1340) - Construction of new billeting capacity for 565 two-person rooms, supporting 1,130 personnel - Comprehensive architectural, engineering, and construction services, including site characterization, environmental compliance, and commissioning - Model unit construction for BEQ 2+0 living suites - Extensive hazardous material abatement (asbestos, lead paint, mercury, PCBs, tritium) - Delivery and installation of furniture, appliances, and equipment for barracks and common areas - Implementation of advanced metering infrastructure and compliance with UFC and local standards for electrical and mechanical systems - GIS data collection and delivery compatible with base geodatabases - Compliance with CMMC Level 1 (Self) cybersecurity requirements - Products and Equipment (selected examples): - Bunk beds, innerspring mattresses, metal gear lockers, dehumidifiers, refrigerators, microwaves, washing machines, dryers, and various office and common area furniture - TV (Samsung QN65S90DAFXZA or equivalent, NTE 65 inch) - Pad-mounted transformers, LED lighting fixtures, electric meters, and other building systems - Abatement and disposal of hazardous materials: 765 mercury thermostats, 3,870 mercury fluorescent bulbs, 2,175 light fixtures with potential PCB ballasts, 30 tritium exit signs - Unique/Notable Requirements: - Strict environmental and safety compliance, including hazardous material abatement and waste management - Sustainability documentation and third-party certification (HPSB Guiding Principles) - Construction of a government-approved model unit prior to full production - Operation and maintenance manual preparation and facility personnel training - Adherence to detailed design guides and specifications for all building systems - No specific OEMs are mandated, but Samsung is referenced for TVs; all major building systems and furnishings must meet government standards.

DESIGN-BUILD (DB) BARRACKS INITIATIVE (PACKAGE #2), MARINE CORPS BASE (MCB) CAMP LEJEUNE, NC AND MARINE CORPS AIR STATION (MCAS) NEW RIVER, NC. THE PROPOSED DESIGN-BUILD PROJECT INCLUDES THE DEMOLITION OF FIVE BACHELOR ENLISTED QUARTERS BUILDINGS AND WILL PROVIDE BY REPLACEMENT BILLETING CAPACITY OF 565 TWO-PERSON ROOMS TO SUPPORT 1,130 PERSONNEL AT MARINE CORPS BASE (MCB) CAMP LEJEUNE AND MARINE CORPS AIR STATION (MCAS) NEW RIVER.THIS REQUEST FOR PROPOSAL (RFP) IS FOR PHASE ONE FACTORS 1-4 ONLY.
