The Naval Information Warfare Center (NIWC) Pacific is seeking qualified SeaPort NXG contract holders to provide comprehensive engineering and IT services for the Department of War (DoW) Enterprise Software Initiative (ESI) business website (ESI.mil). - Government Buyer: - U.S. Navy, Naval Information Warfare Center Pacific (NIWC Pacific) - Scope of Work: - Full lifecycle website development, operations, and sustainment for ESI.mil - Cybersecurity compliance and continuous security monitoring per DoD, DON, and NIWC PAC standards (including STIG and NIST requirements) - Section 508 accessibility compliance and regular accessibility testing - Agile program management, bi-weekly planning, and risk management - Advanced feature development: secure reseller portal, license transfer database, mobile application, and AI/ML-driven enhancements - Enterprise workflow automation, business intelligence dashboards, and data warehouse API enhancements - User experience (UX) improvements and responsive mobile-friendly design - Implementation of CAC/PKI authentication and role-based access control - Certification and Accreditation (C&A) support, including system documentation and risk assessments - Monthly status reporting and delivery of contract data requirements (CDRLs) - Key Personnel: - Project Manager and Lead Technical Architect required - Notable Requirements: - Adherence to DoD cybersecurity workforce and personnel security standards - Organizational conflict of interest mitigation - Submission of Material Safety Data Sheet (MSDS) with offers - No specific OEMs or product part numbers are identified; the focus is on IT services and software development - Place of Performance: - NIWC Pacific facilities in San Diego, CA - Department of War (DoW) offices - Period of Performance: - Base year plus four option years (total potential duration: five years) - 15-business-day phase-in transition period post-award
