The Army Contracting Command - Rock Island is seeking contractors to provide specialized services for the repair and permanent closure of Deep Well 051 at Rock Island Arsenal, Illinois. - Government Buyer: - Army Contracting Command - Rock Island (ACC-RI), US Army Garrison-Rock Island Arsenal, Directorate of Public Works, and U.S. Army Corps of Engineers - Products and Materials Requested: - Disinfected (pea) gravel: 280–283 cubic feet for filling the lower well strata - Bentonite slurry/grout: 631 cubic feet (unit price) for sealing unlined strata and casing pipe - Neat cement/cement grout: 77 cubic feet (unit price) for sealing upper casing pipe - Fill dirt and soil: 250 cubic feet (unit price) for site restoration - Soil and seed for final grading and restoration - Services Requested: - Well sealing and decommissioning, including all labor, materials, and equipment - Project management, permit application, and coordination with public health authorities - Water sampling and testing for VOCs and metals, with disposal per environmental regulations - Site preparation, mobilization, cleanup, seeding, demobilization, and reporting - Unique or Notable Requirements: - Compliance with Illinois state well sealing regulations and environmental standards - Use of qualified personnel and adherence to EM 385-1-1 safety standards - Submittals for safety and quality control plans, and material certifications - Reporting to Rock Island County Public Health Department and state authorities - Security perimeters and environmental protection during work - No specific OEMs or proprietary products are named; materials must meet regulatory and ASTM standards.
