The U.S. Coast Guard is seeking a contractor to install nine multi-zoned ductless mini-split heat pump systems at USCG Station Milford Haven in Hudgins, VA. - Government Buyer: - Department of Homeland Security, United States Coast Guard, Base Portsmouth, Engineering Services Division - Place of Performance: - USCG Station Milford Haven, 63 Mill Point Rd, Hudgins, VA 23076 - Products/Services Requested: - Installation of nine multi-zoned ductless mini-split heat pump systems - Includes compressors, fans, motors, drives, coils, air cooled condenser, air filters, controls, dehumidification settings, intercomponent piping and wiring, wall-mounted indoor fan coil with factory supplied condensate pump, and corrosion control coating for marine environments - Removal and disposal of three existing mini-split systems - Electrical installation and demand calculation per NEC Article 220 - Operational testing and minimum four hours of training for USCG personnel - Delivery of installation plans, product submittals, operational testing, and O&M manuals - Notable Requirements: - All work must be performed by qualified, licensed HVAC personnel - Compliance with marine environment standards (epoxy polymer e-coat corrosion control) - Mandatory site visits for bidders - Electronic bid submission only - Compliance with base security policies for access - Emphasis on small business participation (including women-owned and service-disabled veteran-owned small businesses) - No specific OEMs or brands are named; contractor must provide all equipment, materials, and labor as specified in the Statement of Work.

Description

This is an Invitation for Bids (IFB) issued by United States Coast Guard (USCG) Base Portsmouth in accordance with the procedures found in Federal Acquisition Regulation (FAR) under FAR Part 14 and 12.

The Government will award a contract resulting from this IFB to the responsible bidder whose bid, conforming to the IFB, will be most advantageous to the Government. The Government will evaluate bids to determine the Lowest Total Evaluated Price (LTEP). The LTEP will be calculated by evaluating the extended prices of all Contract Line Item Numbers (CLINs) included in the IFB.

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the installation of the ductless HVAC system at the USCG Station Milford Haven as detailed in the attached Statement of Work.

All potential bidders are strongly encouraged to visit the site to verify any/all quantities before submitting bids. A site visit will be held on 5/28/26 at 10:00 AM Eastern Time at USCG Station Milford Haven located at 63 Mill Point Rd, Hudgins VA, 23076. Interested parties must arrange site visits with BMC Adelynn Drescher at adelynn.n.drescher@uscg.mil. All visitors must complete a visitor access request form in accordance with Base security policy and present a valid Real ID or Passport as a method of identification. Full name, date of birth, and last 4 of SSN must also be provided. Visitors with a valid Military ID or RAPIDGate pass will not be required to complete the access form.

Questions in regards to this soilictation must be submitted, in writing, to the POC listed in this notice no later than 10:00 AM Eastern Time on 6/2/2026.

ONLY ELECTRONIC BIDS WILL BE ACCEPTED FOR THIS IFB. ALL OTHER FORMS OF BIDS WILL NOT BE ACCEPTED AND WILL RENDER A BID AS NONRESPONSIVE. All electronic bids must be submitted by 12:00 PM Eastern Time on 6/11/26 to Contracting Officer Frank Burton via email at frank.r.burton@uscg.mil. Email submissions must include the following in the subject line: "BID SUBMISSION - IFB [Insert Solicitation Number] - [Insert Company Name]".  All bid documents must be submitted in PDF format unless otherwise specified in the solicitation.

The Government will conduct a public bid opening for this solicitation on 6/11/26 at 12:00PM Eastern Time, however, any bidder or member of the public interested in attending the scheduled bid opening MUST formally request attendance by contacting the Point of Contact (POC) listed in this announcement via email. Requests must be received no later than 10:00 AM Eastern Time on 6/4/26. All visitors requesting to attend the public bid opening must complete a visitor access request form in accordance with Base security policy and present a valid Real ID or Passport as a method of identification. Full name, date of birth, and last 4 of SSN must also be provided. Visitors with a valid Military ID or RAPIDGate pass will not be required to complete the access form. Failure to complete this information or provide the required documentation will result in denial in access to the bid opening, however, this does not mean a bid will be disqualified if it was received electronically prior to the submission deadline.
